Job Overview:
The GCF Liaison Officer will play a crucial role in providing essential technical support to the National Designated Authority (NDA) or relevant agency in all matters concerning GCF climate action. This position serves as the primary liaison between the GCF Secretariat and the country, assisting the NDA in coordinating stakeholders involved in GCF activities. The officer will contribute to the conceptualization and development of projects and other related activities, working in synergy with experts from other climate finance mechanisms recruited by the Ministry. The role is designed to enhance the capacity of the NDA and relevant agencies to plan, develop, and implement climate change adaptation and mitigation initiatives, while also facilitating knowledge transfer and skill development among local stakeholders and communities. The GCF Liaison Officer will be at the forefront of accelerating climate action in Togo, bridging the gap between GCF and national institutions to unlock transformative climate investments.
Duties and Responsibilities:
The GCF Liaison Officer will carry out a comprehensive set of responsibilities, including: 1) Engaging and assisting the NDA in co-developing draft Terms of Reference (TOR) for readiness support, ensuring alignment with national priorities; 2) Facilitating stakeholder engagement through effective communication with relevant country stakeholders, including ministries, private sector entities, and civil society organizations; 3) Completing the Financial Management Capacity Assessment (FMCA) form as required; 4) Supporting the NDA with adaptive management requests; 5) Contributing to midterm reviews of readiness activities; 6) Assisting in the development of project ideas, concept notes, and funding proposals; 7) Supporting the coordination of No Objection Letter processes; 8) Maintaining regular communication with accredited entities; 9) Preparing country portfolio results reporting; 10) Organizing relevant events to showcase GCF results. The officer will also perform any other tasks assigned in line with their mission.
Required Qualifications:
Candidates must possess a university-level degree (master's or PhD) in climate change/environmental science, climate economics/finance, project finance, or a closely related discipline. They should have at least eight years of experience in the public and/or private sector, with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation. Proven experience in institutional strengthening and capacity-building within developing economies is essential, as is at least five years of experience in developing climate change investment proposals. Candidates should also have experience addressing climate change issues in Togo, strong interpersonal skills for stakeholder coordination, and excellent communication skills, both written and oral. Familiarity with GCF operational mechanisms and funding modalities is an asset, and candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency, and accountability.
Educational Background:
The educational background required for this position includes a university-level degree, preferably at the master's or PhD level, in fields related to climate change, environmental science, climate economics, finance, or project finance. This educational foundation is critical for understanding the complexities of climate finance and the development of effective climate action strategies.
Experience:
The position requires a minimum of eight years of relevant experience in the public and/or private sector, specifically focusing on climate investment and financing initiatives. Candidates should have a proven track record in institutional strengthening and capacity-building, particularly within developing economies. Additionally, at least five years of experience in successfully developing climate change investment proposals is necessary, showcasing expertise in crafting compelling funding applications and monitoring and evaluating climate change initiatives.
Languages:
Fluency in English is mandatory for this position, as the application and reporting processes will be conducted in English. Proficiency in the official language(s) of Togo or other United Nations languages is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the liaison officer's role.
Additional Notes:
The GCF Liaison Officer will be based in Lome, Togo, and will operate from the offices of the NDA or relevant agency. The initial assignment is for a maximum of 180 working days over a period of 11 months and 29 days, with the possibility of extension based on performance evaluation and continued funding availability. The daily rate offered for this consultancy is USD 16
