Job Overview:
The position involves conducting a comprehensive review of the enabling and regulatory environment for Ghana’s Shea sector. The contractor will provide technical support for regulatory reform, which is crucial for enhancing the sector's productivity and sustainability. The assignment is expected to span 70 working days over a period of 9 months, during which the contractor will analyze existing regulations, identify gaps, and propose actionable recommendations to improve the regulatory framework. The role requires a deep understanding of the Shea industry, regulatory practices, and the socio-economic context of Ghana, as well as the ability to engage with various stakeholders including government agencies, local communities, and private sector actors.

Duties and Responsibilities:
  • Conduct a thorough analysis of the current regulatory framework governing the Shea sector in Ghana.
  • Identify key challenges and barriers faced by stakeholders in the Shea industry.
  • Engage with relevant stakeholders, including government officials, industry representatives, and community leaders, to gather insights and perspectives on regulatory issues.
  • Develop a set of recommendations for regulatory reforms aimed at enhancing the enabling environment for the Shea sector.
  • Prepare a detailed report summarizing findings, analyses, and recommendations, ensuring clarity and accessibility for diverse audiences.
  • Present findings and recommendations to UNDP and relevant stakeholders, facilitating discussions on implementation strategies.
  • Provide ongoing technical support and advice to stakeholders during the implementation of recommended reforms.
  • Ensure compliance with UNDP procurement and reporting standards throughout the assignment.

Required Qualifications:
  • Proven expertise in regulatory analysis and reform, particularly in the agricultural or natural resource sectors.
  • Strong understanding of the Shea industry and its socio-economic significance in Ghana.
  • Excellent analytical and problem-solving skills, with the ability to synthesize complex information into actionable recommendations.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with UNDP policies and procedures is an advantage.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a Master’s degree in a relevant field such as public policy, law, economics, or environmental management is required. Additional certifications or training in regulatory affairs or agricultural development would be beneficial.

Experience:
A minimum of 5 years of professional experience in regulatory analysis, policy development, or related fields is required. Experience working with international organizations, government agencies, or NGOs in Ghana or similar contexts is highly desirable. Proven track record of successfully implementing regulatory reforms or similar projects will be an asset.

Languages:
Fluency in English is mandatory. Proficiency in local languages spoken in the Shea-producing regions of Ghana would be an advantage, as it would facilitate better communication with local stakeholders.

Additional Notes:
This position is classified as an individual contractor role, with a contract duration of 70 working days over 9 months. The work is expected to be conducted in Ghana, and the contractor will need to be available for in-person meetings and consultations as required. Compensation will be commensurate with experience and in line with UNDP standards.
