Job Overview:
The National Consultant for Fiscal Policy and Public Expenditure for SDGs will be responsible for analyzing fiscal policies and public expenditure in Turkmenistan to ensure alignment with the Sustainable Development Goals (SDGs). This role requires a deep understanding of fiscal frameworks, public finance management, and the integration of SDGs into national policies. The consultant will work closely with government officials, stakeholders, and UNDP teams to assess current fiscal policies, identify gaps, and propose actionable recommendations for improvement. The consultant will also be expected to contribute to capacity-building efforts and facilitate workshops or discussions aimed at enhancing understanding of fiscal policies in relation to sustainable development. This position is crucial for ensuring that public expenditure effectively supports the achievement of the SDGs in Turkmenistan.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of the current fiscal policies and public expenditure in Turkmenistan, focusing on their alignment with the SDGs.
  • Identify key areas where fiscal policies can be improved to better support sustainable development objectives.
  • Collaborate with government agencies and stakeholders to gather data and insights on public expenditure trends and priorities.
  • Develop a set of recommendations for policy adjustments and reforms that promote effective public spending in line with the SDGs.
  • Prepare detailed reports and presentations summarizing findings and recommendations for various audiences, including government officials and UNDP partners.
  • Facilitate workshops and training sessions to enhance the capacity of stakeholders in understanding fiscal policies and their implications for sustainable development.
  • Monitor and evaluate the implementation of recommended policies and provide ongoing support to ensure effective execution.
  • Engage with international best practices and frameworks to inform the analysis and recommendations.

Required Qualifications:
  • Advanced degree in economics, public finance, development studies, or a related field.
  • Proven experience in fiscal policy analysis, public expenditure management, and sustainable development.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Excellent communication skills, both written and verbal, with the ability to present findings to diverse audiences.
  • Familiarity with the Sustainable Development Goals and their implications for national policies.
  • Experience working with government agencies, international organizations, or NGOs in a similar capacity is highly desirable.

Educational Background:
Candidates must possess an advanced degree (Master's or PhD) in economics, public finance, development studies, or a closely related field. A strong academic background in fiscal policy and public expenditure management is essential, along with relevant certifications or training in sustainable development practices.

Experience:
A minimum of 5 years of professional experience in fiscal policy analysis, public finance management, or related fields is required. Experience working in the context of the Sustainable Development Goals and familiarity with the socio-economic landscape of Turkmenistan will be considered an asset. Previous consultancy experience with UN agencies or similar organizations is also preferred.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Turkmen or Russian is considered an asset and will enhance communication with local stakeholders and government officials.

Additional Notes:
This consultancy position is for a fixed term from September 2026 to December 202
  • The consultant will be expected to work full-time during this period, with a focus on delivering high-quality outputs that align with UNDP's mission and objectives. The position may involve travel within Turkmenistan to engage with various stakeholders. Compensation will be commensurate with experience and in accordance with UNDP's policies for individual contractors.
