Job Overview:
The consultancy aims to explore how artificial intelligence (AI) and digital technologies can enhance efforts to prevent female genital mutilation (FGM) and child marriage. The consultant will assess and refine technology-enabled approaches for service delivery, case management, data use, and decision-making, ensuring these approaches complement community-based and human-centered programming. Building on previous research, the consultant will identify opportunities to apply emerging AI solutions while upholding principles of child rights, inclusion, gender equality, data protection, and harm mitigation. The role requires a deep understanding of the ethical implications of using technology in sensitive areas such as child protection and gender equality, and the ability to translate complex findings into actionable recommendations for various stakeholders.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of existing AI and technology-based interventions aimed at preventing FGM and child marriage.
  • Engage with stakeholders through consultations and interviews to gather insights on the effectiveness of current approaches.
  • Analyze data and synthesize findings to identify gaps, opportunities, and promising practices in the use of technology for child protection.
  • Develop practical recommendations, frameworks, and tools based on the assessment results to guide UNICEF and its partners in implementing technology-enabled solutions.
  • Produce high-quality technical reports and presentations that communicate findings and recommendations to diverse audiences, including governments and international organizations.
  • Ensure that all recommendations adhere to ethical standards and principles related to child rights, data protection, and inclusion.
  • Collaborate with UNICEF and UNFPA country offices and other relevant stakeholders to ensure alignment with ongoing initiatives and programs.

Required Qualifications:
  • Advanced university degree (Master's degree or higher) in relevant fields such as Social and Behaviour Change, Social Sciences, Anthropology, Sociology, Psychology, Public Health, International Development, Law, Gender Studies, or Research Methods.
  • A minimum of 10 years of progressively responsible professional experience in digital innovation, technology for development, research, monitoring and evaluation, or related fields, with a focus on child protection and gender equality.
  • Proven experience in reviewing and assessing digital, AI-enabled, and technology-supported interventions in development and humanitarian contexts.
  • Strong understanding of ethical considerations in the use of AI and digital technology, including data protection and safeguarding principles.
  • Experience in producing high-quality technical reports and knowledge products for international audiences.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or higher) in fields such as Social and Behaviour Change, Social Sciences, Anthropology, Sociology, Psychology, Public Health, International Development, Law, Gender Studies, or Research Methods. This educational background is essential to ensure a comprehensive understanding of the social dynamics and ethical considerations involved in the consultancy's focus areas.

Experience:
The position requires a minimum of 10 years of progressively responsible professional experience in relevant fields, particularly in digital innovation and technology for development. Candidates should have a strong track record of working on programs related to FGM prevention, gender-based violence, and child protection, demonstrating their ability to navigate complex social issues and contribute to meaningful change.

Languages:
Excellent written and spoken English is mandatory for this position, as effective communication is crucial for stakeholder engagement and reporting. Fluency in French is highly desirable, as it enhances the consultant's ability to work in diverse linguistic contexts and engage with a broader range of stakeholders.
