Job Overview:
The position of International Consultant on Waste Management and Circular Economy involves providing strategic technical advisory and capacity-building support to UNDP and its partners in Kazakhstan. The consultant will play a crucial role in modernizing the waste management system and facilitating the transition towards a circular economy in the country. This role requires a comprehensive understanding of waste management challenges, including municipal solid waste management, plastic pollution, and the need for improved recycling infrastructure. The consultant will be expected to conduct technical consultations, mentor local stakeholders, and participate in workshops to share international best practices. The assignment will be home-based with missions to Kazakhstan, and it is expected to last for 40 working days, including travel. The consultant will also be responsible for reviewing project deliverables and conducting analyses to provide recommendations on waste management policies and systems.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant include:
  • Providing strategic technical advisory and capacity-building support to UNDP and government counterparts on waste management and circular economy. This includes conducting technical consultations, mentoring, and training activities, as well as participating in workshops and stakeholder dialogues.
  • Reviewing and ensuring the technical quality of project deliverables such as analytical reports, methodologies, policy recommendations, and technical concepts.
  • Conducting technical, policy, and market analyses related to waste management, circular economy, plastic pollution, and marine litter issues. This involves international benchmarking and assessing best practices to identify opportunities for improving waste management policies and systems in Kazakhstan.
  • Supporting the design and implementation of pilot solutions under the Small Grants Programme.
  • Collaborating closely with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and other relevant stakeholders to ensure alignment with national environmental priorities and international commitments.

Required Qualifications:
The required qualifications for the position include a strong background in waste management and circular economy principles, with a focus on technical advisory roles. The consultant should possess excellent analytical skills, with the ability to conduct comprehensive assessments and provide evidence-based recommendations. Strong communication and interpersonal skills are essential for effective collaboration with government counterparts and stakeholders. Educational Background:

Experience:
Candidates are expected to have significant experience in waste management and circular economy projects, ideally with a minimum of 5-7 years of relevant professional experience. Languages:
Fluency in English is mandatory for this position, as all communications and deliverables will be in English. Knowledge of Russian or Kazakh would be considered an asset, as it would facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

The contract for this position is an Individual Contract, and the assignment is expected to last for 40 working days, including travel. The consultant will work remotely but will be required to undertake missions to Kazakhstan as necessary.
