Job Overview:
The Monitoring Assistants will play a crucial role in supporting the Bureau of Non-Formal Education (BNFE) in Bangladesh by providing technical and operational support in planning, monitoring, coordination, documentation, data management, and reporting related to Alternative Learning Opportunities (ALO) interventions. These interventions aim to provide out-of-school adolescents, particularly from marginalized communities, with flexible learning pathways, literacy, life skills, and employability skills. The Monitoring Assistants will be responsible for strengthening field-level monitoring systems and facilitating evidence-based decision-making to enhance program performance. They will work closely with district and central level BNFE authorities, implementing institutions, training centers, and UNICEF, ensuring that the ALO programs are effectively implemented and monitored.

Duties and Responsibilities:
The Monitoring Assistants will be tasked with a variety of responsibilities, including but not limited to:
  • Assisting in the planning and implementation of ALO interventions in collaboration with BNFE district teams.
  • Monitoring the progress of ALO programs and ensuring compliance with established guidelines and standards.
  • Coordinating with various stakeholders, including government authorities, NGOs, and community organizations, to facilitate effective program delivery.
  • Documenting and managing data related to program implementation, including attendance, learning outcomes, and participant feedback.
  • Preparing reports on program performance, highlighting successes, challenges, and recommendations for improvement.
  • Conducting field visits to assess the quality of program delivery and gather insights for continuous improvement.
  • Supporting capacity-building initiatives for local staff and partners involved in ALO programs.
  • Engaging in regular communication with UNICEF and BNFE to ensure alignment with organizational goals and objectives.

Required Qualifications:
Candidates must possess a Master's university degree in Education, Social Science, or a relevant discipline. Additionally, a minimum of 7 years of experience in Multi-grade Multi-level (MGML) model for Non-formal Primary Education Program Management, Skills intervention, and related development aspects is required. Experience in monitoring and evaluation (M&E) related affairs is preferred, as it adds value to the role. Professional expertise in communication and reporting skills in both English and Bangla is essential for effective collaboration and documentation.

Educational Background:
The educational requirement for this position is a Master's degree in a relevant field such as Education or Social Science. This advanced degree is crucial for understanding the complexities of educational programs and the socio-economic factors affecting out-of-school adolescents in Bangladesh.

Experience:
The position requires a minimum of 7 years of relevant work experience, particularly in the management of non-formal education programs and skills interventions. Candidates with experience in monitoring and evaluation will have an advantage, as this role involves significant data management and reporting responsibilities.

Languages:
Fluency in Bangla and English is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and documentation. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract duration for this consultancy position is 12 months, and it is office-based with travel requirements. The role has been assessed as elevated risk for Child Safeguarding purposes, necessitating additional vetting and assessment.
