Job Overview:
The ET Conversion ET Consultant will join the Eastern and Southern Africa Distributional Impacts of Policies (DIP) Team, which is part of the World Bank’s Prosperity Vertical. This team plays a pivotal role in supporting the World Bank Group’s vision of eradicating poverty and promoting shared prosperity on a livable planet. The consultant will be engaged in analytical and operational tasks related to the Poverty and Equity work program, specifically focusing on Kenya, Somalia, and Sudan. The role requires a strong emphasis on data analysis, survey implementation, and collaboration with various stakeholders to enhance the understanding of poverty dynamics and equity issues in the region. The consultant will be expected to contribute to the development of evidence-based policies that address the challenges faced by vulnerable populations, thereby supporting the overarching goal of improving lives and fostering sustainable development in Eastern and Southern Africa.

Duties and Responsibilities:
The consultant's responsibilities will include:
  • Preparation and analysis of various socioeconomic data sources, including surveys, census data, and administrative records.
  • Coordination and oversight of household survey implementation, which encompasses instrument development, sampling strategies, fieldwork management, training of enumerators, and ensuring data quality through rigorous assurance processes.
  • Documentation and management of microdata, including anonymization, archiving, dissemination, and publication, ensuring compliance with ethical standards and confidentiality requirements.
  • Development of data dissemination products such as maps and data portals, as well as contributing to reports and analytical pieces on poverty, equity, and shared prosperity.
  • Collaboration with operational teams to enhance monitoring efforts and assess pro-poor distributional impacts of policies.
  • Engagement with government counterparts, national statistical offices, research institutions, and development partners to strengthen statistical systems and promote evidence-based policymaking.
  • Contribution to capacity building and technical assistance initiatives aimed at improving the production, management, analysis, dissemination, and utilization of microdata.
  • Participation in micro-monitoring efforts and interactions related to poverty-related policies and programs with both internal and external clients.

Required Qualifications:
Candidates must possess strong quantitative skills and a background in research analysis, particularly in the areas of poverty and equity. The ideal candidate should demonstrate an ability to work collaboratively within teams and possess a creative and innovative approach to problem-solving. Familiarity with statistical software and data analysis tools is essential, as is the capacity to communicate complex data insights effectively to diverse audiences. Additionally, the candidate should have a solid understanding of the socio-economic context of Eastern and Southern Africa, particularly regarding the challenges faced by vulnerable populations.

Educational Background:
A graduate degree in economics, statistics, social sciences, or a related field is required for this position. Candidates with advanced degrees or specialized training in quantitative research methods, data analysis, or development studies will be preferred. A strong academic background that includes coursework in econometrics, statistical analysis, and research methodology is essential.

Experience:
The position requires a minimum of 3-5 years of relevant experience in research analysis, data management, or a related field. Experience working in development contexts, particularly in Eastern and Southern Africa, is highly desirable. Candidates should have a proven track record of conducting quantitative research, managing data collection processes, and collaborating with various stakeholders in the development sector.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank. Proficiency in additional languages relevant to the Eastern and Southern Africa region, such as French or Swahili, would be considered an asset and beneficial for engaging with local stakeholders and partners.
