Job Overview:
The National Strategic Consultant will play a pivotal role in supporting the Drug and Food Control Authority (DFCA) of South Sudan in developing a comprehensive Strategic Plan for the years 2027 to 203
  • This position is crucial for enhancing the regulatory systems and quality assurance of health products in the country. The consultant will provide technical and coordination support, ensuring that the Strategic Plan is contextually relevant and implementable. The consultant will engage in various activities, including institutional assessments, stakeholder consultations, and drafting sections of the Strategic Plan. The overall goal is to strengthen the DFCA's capacity and improve the sustainability of health product regulation in South Sudan.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties, including but not limited to:
  • Supporting data collection and conducting institutional assessments to gather relevant information.
  • Compiling and analyzing national-level data and reports to inform the Strategic Plan.
  • Coordinating stakeholder consultations and meetings to gather input and feedback.
  • Facilitating logistics for workshops and engagements to ensure smooth operations.
  • Drafting sections of the Strategic Plan based on stakeholder inputs and expert knowledge.
  • Documenting stakeholder inputs and validation feedback to ensure all voices are heard.
  • Assisting in the development of a Monitoring and Evaluation (M&E) framework and costing inputs for the Strategic Plan.
  • Supporting the finalization of all deliverables, ensuring they meet the required standards and expectations.

Required Qualifications:
The ideal candidate must possess an advanced degree in Public Health, Pharmacy, or a related field. Additionally, a minimum of five years of relevant experience in the health sector, particularly in South Sudan, is required. The candidate should have strong knowledge of the South Sudan health system and experience in stakeholder coordination. Excellent communication and reporting skills are essential for this role, as the consultant will need to effectively convey complex information to various stakeholders. Fluency in English is mandatory, as all documentation and communication will be conducted in this language.

Educational Background:
Candidates must have an advanced degree in Public Health, Pharmacy, or a related field. This educational background is crucial for understanding the complexities of health systems and regulatory frameworks, particularly in the context of South Sudan's unique challenges.

Experience:
A minimum of five years of relevant experience in the health sector is required. This experience should include work in regulatory systems, quality assurance, and stakeholder engagement. Familiarity with the South Sudan health system is highly desirable, as it will enable the consultant to navigate the local context effectively and contribute to the development of a relevant Strategic Plan.

Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in this language. While not mandatory, knowledge of local languages may be considered an asset, as it could facilitate better engagement with local stakeholders and communities.

Additional Notes:
The consultancy is expected to last approximately three months, comprising 25 working days. The consultant will work under the supervision of the Drug and Food Control Authority and in close collaboration with the UNFPA Country Office. In-country travel within South Sudan may be required as part of the assignment. UNFPA will provide logistical support, office space, and access to stakeholders and documents necessary for the consultant to perform their duties effectively. Payments will be made in installments linked to the achievement and formal acceptance of each deliverable, in accordance with UNFPA financial rules and regulations.
