Job Overview: The primary purpose of this consultancy is to lead a comprehensive review of the Family Planning Costed Implementation Plan (FP CIP) 2021–2026 and facilitate the development of a new, evidence-based, costed FP CIP for 2027–203
The consultant will conduct a nationwide survey to gather data on reproductive health commodity consumption, assess supply chain gaps, and develop actionable recommendations for improved processes. The consultant will work closely with the Ministry of Health and various stakeholders to ensure that the new plan is participatory and aligns with national and global health objectives. This role requires strong leadership, technical expertise, and the ability to engage effectively with diverse stakeholders to ensure the successful implementation of family planning initiatives in South Sudan.
Duties and Responsibilities: The consultant will be responsible for several key duties, including:
Reviewing relevant background documents such as the FP CIP 2021–2026, annual work plans, and national health sector strategies.
Developing and presenting an inception report that outlines the methodology, stakeholder engagement plan, and workplan for approval.
Designing and applying data collection tools to assess programmatic and financial performance against FP CIP targets.
Analyzing achievements and challenges across all technical areas, including commodity security" style="border-bottom: 1px dotted #007bff !important;">security and service delivery.
Conducting consultations with stakeholders and drafting the FP CIP 2021–2026 Review Report for validation.
Facilitating strategic planning workshops to define the Theory of Change and develop a results framework.
Conducting detailed five-year technical costing and developing a resource mobilization strategy.
Finalizing the FP CIP 2027–2031 document and preparing for stakeholder dissemination.
Submitting weekly reports on tasks and assignments and a final report at the end of the consultancy.
Required Qualifications: The position requires advanced qualifications, including an advanced university degree (Master’s or higher) in Public Health, Population Studies, Health Policy, Social Sciences, or a related field. Additionally, candidates must possess a minimum of 10–15 years of progressively responsible international experience in family planning and reproductive health strategic planning. Demonstrated technical expertise in family planning costing methodologies and experience facilitating multi-stakeholder strategic planning processes are essential. Familiarity with global reproductive health frameworks and prior experience in fragile or humanitarian settings are highly desirable.
Educational Background: Candidates must hold an advanced university degree (Master’s or higher) in relevant fields such as Public Health, Population Studies, Health Policy, or Social Sciences. This educational background is crucial for understanding the complexities of family planning and reproductive health issues, as well as for effectively engaging with stakeholders and developing strategic plans.
Experience: The consultant should have a minimum of 10–15 years of progressively responsible international experience in family planning and reproductive health strategic planning. This includes leading the development or review of Costed Implementation Plans and demonstrating technical expertise in family planning costing methodologies. Experience working in fragile or conflict-affected settings is also important, as is familiarity with the Minimum Initial Service Package (MISP) for reproductive health in emergencies.
Languages: Fluency in English is mandatory, as all deliverables must be submitted in English. Strong communication skills are essential for effective stakeholder engagement and facilitation of workshops. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The consultancy is expected to last three months, with the consultant based in Juba, South Sudan. The consultant will work under the supervision of the Ministry of Health and in close collaboration with UNFPA. The position involves regular travel to selected states/counties for consultations and field visits, subject to UN security clearance. Payments will be made in installments linked to the achievement of deliverables, and the consultant will be provided with office space and support services by UNFPA.
