Job Overview:
The position of International Consultant for the elaboration of the national debt policy of Togo involves providing expert support in the development of a comprehensive national debt policy framework. The consultant will work closely with government officials, stakeholders, and UNDP representatives to assess the current debt situation, identify best practices, and propose actionable recommendations. The role requires a deep understanding of public finance management, debt sustainability, and economic policy formulation. The consultant will be expected to conduct thorough research, facilitate workshops, and engage in consultations to gather input from various stakeholders. The ultimate goal is to create a robust national debt policy that aligns with Togo's development objectives and ensures fiscal sustainability.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a comprehensive analysis of Togo's current debt situation, including domestic and external debt.
  • Review existing policies and frameworks related to public debt management.
  • Engage with government officials, civil society, and other stakeholders to gather insights and perspectives on debt management.
  • Develop a draft national debt policy document that outlines strategic objectives, guidelines, and implementation mechanisms.
  • Facilitate workshops and consultations to present findings and gather feedback on the draft policy.
  • Revise the draft policy based on stakeholder input and finalize the document for approval.
  • Provide technical assistance and capacity building to government officials on debt management practices.
  • Prepare reports and presentations summarizing findings and recommendations throughout the consultancy period.

Required Qualifications:
The ideal candidate must possess the following qualifications:
  • A master's degree in economics, finance, public policy, or a related field.
  • Extensive knowledge of public debt management, fiscal policy, and economic development.
  • Proven experience in developing national debt policies or similar frameworks in developing countries.
  • Strong analytical and research skills, with the ability to synthesize complex information into clear recommendations.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with the socio-economic context of Togo and the West African region is an advantage.

Educational Background:
Candidates must have a minimum of a master's degree in economics, finance, public policy, or a related discipline. A PhD in a relevant field would be considered an asset. The educational background should demonstrate a strong foundation in economic theory, public finance, and policy analysis, equipping the candidate with the necessary skills to address complex issues related to national debt management.

Experience:
The position requires a minimum of 5 years of relevant professional experience in public finance management, debt sustainability analysis, or economic policy development. Experience working with international organizations, government agencies, or in consultancy roles focused on debt management is highly desirable. Candidates should have a proven track record of successfully developing and implementing policy frameworks in similar contexts.

Languages:
Fluency in French is mandatory, as it is the official language of Togo and the primary language of communication for this consultancy. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.

The consultancy is expected to commence in October 2026 and conclude in February 202
  • This is a full-time position, and the consultant will be required to work closely with UNDP and government officials throughout the duration of the contract. The consultant will be compensated according to UNDP's established rates for individual contractors, and additional benefits may be provided as per organizational policies.
