Job Overview: The National Consultant will play a crucial role in reviewing the Family Planning Costed Implementation Plan (FP CIP) for 2021–2026 and developing the successor plan for 2027–203
This position is vital in addressing the challenges of low contraceptive use, high fertility rates, and adolescent childbearing in South Sudan, particularly in the context of ongoing humanitarian crises and fiscal constraints. The consultant will provide technical, analytical, and coordination support throughout the assignment, ensuring that the plans reflect the realities of South Sudan's institutional and fiscal landscape. The consultant will work closely with the Ministry of Health and the Family Planning Technical Working Group (TWG) to facilitate stakeholder engagement, data collection, and capacity building, ultimately contributing to the sustainability and effectiveness of family planning initiatives in the country.
Duties and Responsibilities: The consultant's duties will include compiling and organizing relevant national policy and program documents, supporting stakeholder mapping and data collection, leading national and sub-national data collection efforts, documenting implementation challenges, and drafting sections of the review report. The consultant will also facilitate strategic planning workshops, validate costing data, engage with the Ministry of Finance for resource mobilization, and coordinate validation meetings. Additionally, the consultant will maintain records of consultations, support capacity transfer to Ministry of Health staff, and ensure continuity between international consultant missions. The role requires a combination of quantitative and qualitative analysis, stakeholder engagement, and logistical coordination.
Required Qualifications: Candidates must possess a Master's degree in Public Health, Health Economics, Population Studies, Statistics, Economics, Health Policy, Social Sciences, or a related field. A strong Bachelor's degree with exceptional relevant experience may be considered. The consultant should have a minimum of 5–8 years of relevant experience in family planning or reproductive health programming, health systems strengthening, or health policy and planning. Experience in supporting national health strategies and engagement with the Ministry of Health and development partners in South Sudan is essential. Familiarity with South Sudan's health information systems and national planning processes is advantageous, and prior experience working with international consultants is desirable.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Public Health, Health Economics, or Social Sciences. Candidates with a strong Bachelor's degree and significant directly relevant experience may also be considered. The educational qualifications should align with the technical demands of the role, ensuring that the consultant has the necessary knowledge and skills to effectively contribute to the FP CIP evaluation and development process.
Experience: The position requires a minimum of 5–8 years of relevant experience in family planning or reproductive health programming, health systems strengthening, or health policy and planning. Candidates should have demonstrated experience in supporting national health strategies, costed plans, or survey processes, particularly in South Sudan. Experience in qualitative and quantitative data collection, field coordination, and stakeholder engagement in rural or humanitarian settings is essential. Familiarity with South Sudan's health information systems and national planning processes will be considered an advantage, as will prior experience working alongside international consultants or technical advisors.
Languages: Strong written and spoken English is mandatory for this position. Working proficiency in Arabic and/or relevant local languages is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role. Language skills will play a crucial role in stakeholder engagement and data collection efforts, particularly in diverse and multilingual settings.
Additional Notes: The consultant will be contracted for up to 105 working days over approximately 16 calendar weeks. The role is based in Juba, South Sudan, with home-based work permitted for desk review and analysis phases. Travel to selected states/counties, including at least one humanitarian/conflict-affected setting, will be required for consultations and field visits, subject to UN security" style="border-bottom: 1px dotted #007bff !important;">security-clearance" style="border-bottom: 1px dotted #007bff !important;">security clearance. The consultant will be provided with office space at the Ministry of Health and will receive support services from UNFPA, including transport and communication resources.
