Job Overview:
The ET Consultant for Governance & Public Administration will play a crucial role in the Institutions Global Department at the World Bank Group. This position focuses on enhancing the capabilities of governments to deliver effective public services, promote private sector growth, and foster citizen trust in government. The consultant will be involved in various thematic areas such as public administration performance, anti-corruption, public sector innovation, and justice and rule of law. The role requires a problem-driven approach to develop integrated solutions to complex institutional challenges faced by developing countries. The consultant will lead the production of knowledge products, provide technical advice to regional Task Teams, and develop partnerships to mobilize resources and expertise for effective governance and public administration.

Duties and Responsibilities:
The candidate will be responsible for leading the production of knowledge products related to public administration and governance reform. This includes focusing on strategic planning, data utilization for performance tracking, interministerial coordination, and stakeholder engagement. The consultant will support regional Task Teams by providing technical advice on reforming organizational structures and enhancing the center of government for improved policy formulation and implementation. Additionally, the candidate will develop partnerships and lead convening activities, ensuring effective reporting, monitoring, and evaluation of initiatives. The role requires collaboration with various stakeholders to promote innovative public sector interventions and facilitate knowledge sharing across regions.

Required Qualifications:
Candidates must possess an advanced degree in public administration, public policy, economics, political science, law, management, development studies, or a related field. A minimum of 12 years of relevant professional experience in the public sector, academia, or international organizations is required. The ideal candidate should demonstrate technical competency in areas such as change management, strategic leadership, and data-driven management systems. Experience in managing reforms and process transformation within government agencies or large organizations is essential. Additionally, candidates should have hands-on experience in business process reengineering in the public sector and a proven track record of leading complex public-sector reform engagements in developing or fragile contexts.

Educational Background:
An advanced degree in a relevant field such as public administration, public policy, economics, political science, law, or management is mandatory for this position. This educational background is crucial for understanding the complexities of governance and public administration, as well as for developing effective strategies to address institutional challenges.

Experience:
The position requires a minimum of 12 years of relevant professional experience.
