Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer position is integral to the successful delivery of infrastructure projects, ensuring they are completed within defined parameters of time, cost, quality, scope, risk, and benefits. The role involves close collaboration with the Project Manager and project teams, performing a variety of tasks such as project assessments, preparing bills of quantities (BoQs) and bid documents, supervising on-site works, and conducting technical evaluations to ensure compliance with design standards, quality assurance, occupational health and safety, and environmental management requirements. The Civil Engineer is expected to provide technical expertise and promote best practices in construction management, ensuring high standards of consistency and quality in project outputs. This role is vital for achieving organizational performance goals and overall project success, particularly in the context of the GEF funded project aimed at managing hazardous waste in Central Asia, specifically DDT and other persistent organic pollutants (POP). The position will be based on-site in Vakhsh, Tajikistan, where the engineer will oversee the design and construction of containment works and procurement of related goods and services.

Duties and Responsibilities:
The Civil Engineer will be responsible for a comprehensive set of duties, including:
  • Project Planning and Implementation: Supporting the preparation of project implementation plans, BoQs, cost estimates, and schedules; providing technical input during feasibility studies, needs assessments, and design development; assisting in the preparation of tender documents, bid evaluations, and contract award documentation; ensuring compliance with technical specifications, contractual provisions, and organizational standards throughout project execution.
  • Construction Supervision and Quality Assurance: Supervising day-to-day construction activities to ensure timely, cost-effective, and high-quality delivery; verifying material quantities, monitoring site activities, and ensuring health, safety, social, and environmental compliance on all work sites; overseeing contractor performance, including site safety, environmental standards, and quality control; liaising with contractors, consultants, and engineering teams to resolve technical issues and support effective construction management.
  • Monitoring, Reporting, and Compliance: Monitoring progress against key performance indicators (KPIs) and project success criteria; contributing data and analysis for reporting; preparing and submitting progress reports, site monitoring documentation, and handover/close-out reports; ensuring compliance with organizational systems, reporting requirements, and accountability standards; identifying risks and issues, recommending corrective actions, and tracking remedial measures to maintain delivery within scope, budget, and schedule.
  • Stakeholder Coordination: Collaborating with project managers, procurement teams, and other stakeholders to facilitate smooth project implementation; representing UNOPS in field activities, stakeholder meetings, and technical forums as directed; supporting engagement with local authorities, contractors, and beneficiaries to strengthen coordination and project ownership.
  • Knowledge Building and Sharing: Supporting the organization, facilitation, and delivery of training and learning sessions on civil engineering project topics; participating in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned; conducting research on civil engineering project-related topics and contributing to the drafting of reports, summaries, and briefing notes.

Required Qualifications:
The position requires a Bachelor’s degree (or equivalent) in Civil Engineering, Construction Management, Structural Engineering, or related fields with a minimum of 4 years of relevant experience, or a Master’s degree (or equivalent) in any of the above or related fields with at least 2 years of relevant experience. Additionally, a recognized professional certification or membership in a civil engineering association, at the national or international level, is desirable. Candidates should possess strong technical skills in civil engineering and project management, as well as the ability to work effectively in a team-oriented environment.

Educational Background:
Candidates must hold a Bachelor’s degree in Civil Engineering, Construction Management, Structural Engineering, or related fields. Alternatively, a Master’s degree in any of the aforementioned fields is acceptable, provided the candidate has the requisite years of experience. The educational background should be complemented by relevant certifications or memberships in professional engineering associations, which are considered an asset.

Experience:
The role requires relevant experience in civil engineering, structural works, construction technology, construction supervision, and monitoring, or related areas. Candidates with experience working in multicultural environments or within UN system organizations in developing countries are preferred. Experience in development or humanitarian contexts is also desirable, as it aligns with the nature of the projects undertaken by UNOPS.

Languages:
Fluency in English, Tajik, and Russian is required for this position. Candidates must demonstrate proficiency in these languages to effectively communicate and collaborate with diverse stakeholders and project teams.
