Job Overview:
The WASH Officer level 2 will play a crucial role in supporting the Country Programme in Comoros, where Water, Sanitation, and Hygiene (WASH) initiatives are a significant focus. Reporting directly to a Health Specialist, the WASH Officer will provide technical, operational, and administrative support throughout all stages of the WASH programme. This includes preparing, managing, and executing a variety of technical and administrative tasks that contribute to the development, implementation, monitoring, and evaluation of WASH-related results. The role encompasses the full WASH programme cycle, from evidence-based programme design and planning to implementation, monitoring, and reporting on results. The WASH Officer will ensure quality delivery of WASH interventions, support coordination with partners, and ensure compliance with organizational procedures. Additionally, the position will contribute to humanitarian WASH preparedness and response, strengthen collaboration with government and partners, and promote innovation, learning, and capacity building to enhance programme effectiveness and sustainability.

Duties and Responsibilities:
The WASH Officer will be responsible for a comprehensive set of duties, including but not limited to: providing technical assistance in the design and implementation of WASH programmes; managing and monitoring WASH-related projects; ensuring compliance with UNICEF's policies and procedures; collaborating with government and non-governmental partners to enhance WASH service delivery; conducting assessments and evaluations of WASH interventions; preparing reports and documentation related to WASH activities; facilitating training and capacity-building initiatives for local stakeholders; and contributing to the development of strategic plans for WASH programming in the country.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as Engineering, Public Health, Social Sciences, Behavior Change Communication, or a relevant technical field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should also demonstrate strong skills in WASH programming, humanitarian response, sector coordination, programme management, and capacity development.

Educational Background:
An advanced university degree in Engineering, Public Health, Social Sciences, Behavior Change Communication, or another relevant technical field is required. A first-level university degree may be accepted with additional qualifying experience.

Experience:
Candidates should have at least 2 years of relevant work experience in areas such as WASH (Water, Sanitation, and Hygiene), Climate Change, Programme Development, Programme Management, Humanitarian Preparedness, and related fields. Experience in fragile settings and humanitarian contexts is particularly valuable.

Languages:
Intermediate level English and proficient/fluent level French are mandatory. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or Comorian is desirable.
