Job Overview:
The HR and Admin Assistant role at DRC focuses on ensuring compliance with DRC procedures and guidelines within the country office. This position is crucial for the administration and support of the Hama office and community centers in Homs-Hama. The role encompasses various administrative tasks, including overseeing office maintenance, managing lease agreements, and ensuring timely payments for administrative costs. The HR and Admin Assistant will also be responsible for managing the recruitment process for Homs & Hama, preparing employment contracts, and maintaining employee records. The position requires a proactive approach to ensure the smooth operation of HR functions, including performance management, onboarding processes, and record-keeping. The HR and Admin Assistant will play a vital role in supporting the overall mission of DRC by fostering a well-organized and efficient work environment.

Duties and Responsibilities:
The HR and Admin Assistant will have a comprehensive set of duties and responsibilities, including:
  • Administration: Ensure the Hama office premises are safe and functioning, oversee office maintenance, maintain lease agreements, act as a liaison with landlords, ensure compliance with DRC standards for repairs, supervise office cleanliness, and manage utility payments.
  • Recruitment: Facilitate the recruitment process for Homs & Hama, prepare employment contracts and amendments, and maintain timesheets for casual workers.
  • DRC Dynamics: Support heavy user roles in the DRC Dynamics system, manage employee hiring and separation, and update leave records.
  • Performance Management: Oversee performance management processes, ensure probation objectives are met, and conduct annual performance evaluations.
  • Onboarding: Coordinate the orientation process for new staff, ensuring all onboarding documentation is completed in a timely manner.
  • HR Administration: Maintain personal files for national staff, prepare certificates of service, and ensure proper communication of HR documents between field offices.
  • General Support: Assist with administrative tasks as needed, ensuring efficient office operations and compliance with DRC policies.

Required Qualifications:
The ideal candidate for the HR and Admin Assistant position should possess the following qualifications:
  • Minimum of 2 years of relevant work experience, preferably in an international NGO setting.
  • Strong administrative skills with experience in carrying out various admin tasks.
  • Excellent verbal and written communication skills.
  • Advanced proficiency in Microsoft Office applications, including Excel, PowerPoint, and Word.
  • Familiarity with ERP systems is preferred.
  • Ability to work collaboratively and effectively in a team environment, demonstrating DRC's core competencies.

Educational Background:
Candidates should have a Bachelor’s degree in Social Sciences, Business Administration, Humanities, or a related field. This educational background will provide the necessary foundation for understanding the complexities of HR and administrative functions within an international humanitarian organization.

Experience:
The position requires a minimum of 2 years of relevant work experience. Experience in an international NGO is considered an asset, particularly in roles that involve administrative tasks and HR functions. Candidates should demonstrate a strong understanding of the operational needs of an NGO and the ability to manage multiple tasks efficiently.

Languages:
Fluency in Arabic is mandatory, and advanced proficiency in English is also required. The ability to communicate effectively in both languages is essential for the role, as it involves interaction with diverse stakeholders and documentation in English.

The contract for this position is set to last until 31 December 2026, with a salary level classified as I2 according to DRC's salary scale. The expected start date is as soon as possible.
