Job Overview:
The position of International Consultant for Assessment of the IMPAK Caregiver Programme is integral to the implementation of Selangor’s Care Economy Policy and the Selangor Early Childhood Development Policy. The consultant will play a crucial role in evaluating the effectiveness of programs aimed at increasing women's labor force participation by supporting their caregiving responsibilities. This includes improving early childhood development outcomes, such as nutrition and access to quality childcare. The consultant will also focus on strengthening support for caregivers and enhancing the broader care workforce, which includes both informal caregivers and paid care workers. The role requires a deep understanding of early childhood development and the ability to analyze and assess various caregiving programs and policies.
Duties and Responsibilities:
The consultant will be responsible for conducting comprehensive assessments of the IMPAK Caregiver Programme, which includes analyzing data, conducting stakeholder engagements, and organizing focus groups and interviews. They will evaluate the impact of training programs and adult learning approaches, assess caregiver training programs, and analyze social care and support services. The consultant will also be expected to provide recommendations based on their findings to improve the effectiveness of the programs. Additionally, they will engage with ministries, agencies, parliamentarians, and academics to gather insights and foster collaboration.
Required Qualifications:
Candidates must possess a Master’s degree in relevant fields such as Early Childhood Development, Child Development, Education, Social Policy, Public Policy, Social Work, Public Health, Sociology, Psychology, or Behavioral Sciences. They should have at least 8 years of relevant work experience in early childhood development, with strong skills in data analysis, research methods, impact evaluation, and policy analysis. Experience in mixed-methods research and familiarity with analyzing program contributions to behavioral change are also essential.
Educational Background:
A Master’s degree is required in fields related to early childhood development or social sciences. This educational background is crucial for understanding the complexities of child development and the various factors that influence caregiving and early childhood education.
Experience:
Candidates should have a minimum of 8 years of relevant work experience in early childhood development. This experience should include conducting assessments or evaluations of training programs and adult learning approaches, as well as familiarity with caregiver training programs and social care services.
Languages:
Proficiency in English is mandatory, with fluency preferred. Knowledge of additional languages may be considered an asset, particularly in engaging with diverse communities and stakeholders.
