Job Overview: The Finance Officer position at IOM in Liberia is a critical role that involves supporting and coordinating the budgetary and financial functions of the Country Office (CO). The officer will work under the supervision of the Chief of Mission and the Resources Management Officer, collaborating closely with the Regional Office in Dakar, Senegal, and the Department of Financial and Administrative Management at Headquarters. The primary responsibilities include monitoring financial management for all activities in the CO, overseeing financial expenditure and accountability, and conducting preliminary analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis of programs and projects. The Finance Officer will ensure compliance with IOM’s policies and procedures, assist in the preparation of the annual budget, and coordinate financial reporting in accordance with donor regulations. This role is essential for maintaining accurate financial records and supporting the overall financial health of the organization in Liberia.
Duties and Responsibilities: The Finance Officer will be responsible for a comprehensive set of duties, including but not limited to: supporting the Resources Management Officer in monitoring financial management; overseeing financial expenditure and accountability; conducting preliminary financial analysis of programs/projects; ensuring compliance with IOM’s financial rules and regulations; entering accounting data into the Enterprise Resource Planning (ERP) system; maintaining accurate financial records; assisting in the preparation of the annual budget; inspecting payroll versus program/project budgets; coordinating and preparing financial reports; liaising with relevant units at HQ and the Regional Office; supervising the Finance Unit’s staff; assisting in forecasting cash flows; verifying that program/project funding is received according to donor agreements; making recommendations on procedural improvements; contributing to staff training in accounting and finance; and facilitating financial audits of programs/projects.
Required Qualifications: Candidates must possess a Master’s degree in Accounting, Business Administration, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Knowledge of International Public Sector Accounting Standards (IPSAS) and familiarity with IOM/UN accounting systems and procedures are also beneficial.
Educational Background: The educational background required for this position includes a Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution. Candidates with a University degree in these fields are also considered if they have the requisite professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential for eligibility.
Experience: The ideal candidate should have experience in accounting, financial management, and reporting, with a proven track record of preparing clear and concise financial and management reports. Experience working with international institutions and familiarity with internal control assessments and audits are highly valued. Previous work experience in the region and in emergency operations is considered an advantage, as it demonstrates the candidate's ability to navigate complex financial environments and challenges.
Languages: Fluency in English, both oral and written, is mandatory for this position. Additionally, working knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is advantageous. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
