Job Overview:
The Project Manager will oversee the Adaptation for Climate and Livelihood Systems (ACALS) project, focusing on improving security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security for 15,000 households and 15 large cooperatives. This role involves managing day-to-day operations, ensuring compliance with donor requirements, and coordinating activities related to climate-smart agriculture, market systems development, and disaster preparedness. The Project Manager will also be responsible for optimizing agricultural output through effective management of resources and technologies, ensuring that vulnerable households transition from subsistence to market-aligned enterprises. The position requires a proactive approach to project management, with a strong emphasis on monitoring, evaluation, and adaptation of strategies based on field evidence and beneficiary feedback.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a minimum of a Bachelor’s degree in Rural Development, International Development, Agriculture, Entrepreneurship, Business Administration, or related fields. Additional short trainings in project management and livelihoods are highly desirable. Candidates should have at least 5 years of experience managing donor-funded humanitarian or development projects, with a focus on food security, livelihoods, or resilience programming. Experience in climate-resilient agriculture and market systems development is essential, along with a strong understanding of humanitarian standards and accountability frameworks. Proven project cycle management skills and experience in team management and capacity building are also required.
Educational Background:
A minimum of a Bachelor’s degree in relevant fields such as Rural Development, International Development, Agriculture, or Business Administration is required. Further short trainings in project management and related technical areas are highly desirable for this role.
Experience:
Candidates should have a minimum of 5 years of experience in managing donor-funded humanitarian or development projects, with at least 3 years specifically in food security, livelihoods, or resilience programming. Demonstrated experience in climate-resilient agriculture, irrigation, or market systems development is crucial, along with a strong understanding of project cycle management and team management.
Languages:
Proficiency in both written and spoken English and Somali is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes:
The contract length is 6 months with the possibility of extension based on funding and performance. The position is classified under Employment Band M-F2, and the work location is Beledweyne. The start date for this position is set for 20th October 202

Duties and Responsibilities:
- Project Management, Development, Monitoring and Evaluation: Ensure project implementation aligns with approved proposals, work plans, and budgets. Adapt activities based on climate forecasts and local production calendars. Lead planning and monitoring of ACALS activities, ensuring timely completion of deliverables. Conduct field visits for quality assurance and technical guidance. Prepare and submit required reports to donors, ensuring consistency with program results. Integrate conflict-sensitive and gender-responsive approaches into all activities.
- Technical Oversight & Capacity Development: Provide technical oversight on equipment operation and maintenance, support Farmer Field Schools, and establish sustainable service models for agricultural machinery. Facilitate training for households in regenerative practices and market-linkage activities.
- Coordination & Partnership: Coordinate with relevant authorities and stakeholders to align project activities with national policies and community needs. Maintain strong relationships with local authorities and represent DRC in coordination platforms.
- Budget, Procurement and Compliance Oversight: Monitor project budgets, prepare spending plans, and ensure compliance with donor regulations.
- Staff Management: Lead and motivate project staff, set performance objectives, and promote a positive team environment.
- Country-Level Economic Recovery Support: Provide managerial support to strengthen economic recovery programming across locations, contributing to the development of DRC’s country-level approaches and tools.
