Job Overview: The Human Resources Officer position at IOM Liberia involves coordinating the HR functions of the Country Office and its Sub-Offices. The role requires working under the supervision of the Chief of Mission and the Resources Management Officer, while collaborating closely with the Regional Office, Department of Human Resources, and Administrative Centres. Duties and Responsibilities: The Human Resources Officer will have a comprehensive set of responsibilities, including assisting the Resources Management Officer in reviewing and monitoring HR services, supervising personnel files and attendance records, and maintaining the HR and Training database. The officer will monitor the contractual status and administration of entitlements for local staff, coordinate payroll preparation, and liaise with headquarters on benefits and entitlements for international staff. Additionally, the officer will coordinate recruitment processes, ensure new staff are adequately briefed, implement performance management systems, and assist in staff development and training activities. The role also involves preparing administrative reports, discussing audit recommendations, and participating in special HR projects as needed. The officer will perform other duties as assigned, contributing to the overall effectiveness of the HR function within the organization.
Required Qualifications: Candidates must possess a Master's degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. High computer literacy, experience with HR IT systems, and familiarity with UN common systems are advantageous. Candidates should demonstrate strong writing skills, knowledge of IOM/UN HR policies, excellent organizational skills, and the ability to prepare clear reports.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as Human Resources, Business Administration, or Social Sciences from an accredited academic institution. Alternatively, a Bachelor's degree in these fields with additional years of relevant experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: Candidates should have a minimum of two years of relevant professional experience if they hold a Master's degree, or four years if they possess a Bachelor's degree.
