Job Overview:
The position of Individual Consultant as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security Officer is crucial for the National Registry of Persons (RNP) in Honduras. This role is part of a project aimed at strengthening the national civil registry and identification ecosystem. The consultant will be responsible for ensuring the security of information systems, developing security policies, and implementing best practices to protect sensitive data. The consultant is expected to work closely with various stakeholders, including government officials and technical teams, to assess risks and vulnerabilities in the current systems. The assignment is set for a duration of 8 months, during which the consultant will need to provide a clear work schedule indicating effective working hours. The role requires a proactive approach to identifying security threats and implementing measures to mitigate them, ensuring compliance with national and international standards for information security.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current information security posture of the National Registry of Persons (RNP).
  • Develop and implement information security policies and procedures tailored to the needs of the RNP.
  • Collaborate with IT teams to ensure the security of information systems and data.
  • Provide training and awareness programs for RNP staff on information security best practices.
  • Monitor and report on compliance with information security policies and procedures.
  • Identify potential security threats and vulnerabilities, and recommend appropriate mitigation strategies.
  • Assist in the development of incident response plans and conduct regular security audits.
  • Liaise with external stakeholders, including government agencies and international organizations, to ensure alignment with broader security initiatives.
  • Prepare detailed reports and presentations on information security status and improvements for senior management.

Required Qualifications:
  • Proven experience in information security management, preferably in a governmental or large organizational context.
  • Strong knowledge of information security frameworks and standards (e.g., ISO 27001, NIST).
  • Familiarity with risk assessment methodologies and security auditing processes.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills, with the ability to work collaboratively in a team environment.
  • Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
  • Knowledge of data protection regulations and compliance requirements.

Educational Background:
A bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field is required. A master's degree or relevant certifications (e.g., CISSP, CISM, CISA) will be considered an advantage.

Experience:
A minimum of 5 years of professional experience in information security or a related field is required. Experience working with governmental organizations or international development agencies is highly desirable. Proven track record of managing information security projects and implementing security measures is essential.

Languages:
Fluency in Spanish is mandatory, as the position requires communication with local stakeholders. Proficiency in English is an asset, as it may be necessary for reporting and collaboration with international partners.

Additional Notes:
This is a full-time consultancy position for a duration of 8 months. The consultant must be a citizen of Honduras. The work will be conducted remotely with occasional meetings in Tegucigalpa. Compensation will be based on the UNDP's standard rates for individual consultants, and the consultant will be required to submit a detailed work plan and schedule as part of their proposal.
