Job Overview: The Supply Chain Officer position at IOM in Liberia involves overseeing and managing supply chain activities to ensure the delivery of quality goods and services to beneficiaries in a timely and cost-effective manner. The officer will work under the supervision of the Chief of Mission and the Resources Management Officer, collaborating with various stakeholders, including the Regional Office for Western and Central Africa and the Supply Chain Division at Headquarters. The role requires strategic planning for supply chain-related activities, conducting logistics capacity assessments, and market research to inform decision-making. The officer will also be responsible for coordinating supply chain management tasks, preparing reports, and providing guidance and training to staff. This position is critical in identifying bottlenecks in the supply chain and proposing optimizations to enhance efficiency and service delivery.
Duties and Responsibilities: The Supply Chain Officer will be responsible for a comprehensive set of duties, including:
Coordinating and monitoring all supply chain management-related tasks, including planning, budgeting, scheduling, and provision of goods and services.
Conducting logistics capacity assessments and market research to inform decision-making.
Preparing regular progress reports, statistical information, and briefing notes as required.
Managing supply chain activities, including procurement, warehouse management, transport and distribution, fleet management, and logistics information management.
Identifying supply chain bottlenecks and proposing process optimizations.
Reviewing procurement requests, identifying service providers, and evaluating vendor performance.
Overseeing the bidding process and ensuring compliance with procurement rules and regulations.
Ensuring timely submission of asset and procurement reports.
Establishing and managing internal control mechanisms for supply chain processes. 1
Supporting the maintenance and repair of office facilities and establishing maintenance agreements. 1
Providing training and guidance to SCM staff and participating in UN inter-agency meetings related to supply chain management.
Required Qualifications: Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should have experience in managing diverse procurement and logistics operations and demonstrated experience in training and supervising teams. Extensive knowledge of IOM/UN internal procurement and financial rules is essential, along with excellent computer literacy and familiarity with Oracle systems being an advantage.
Educational Background: The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. A University degree in the same fields is also acceptable if accompanied by additional relevant professional experience.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they hold a University degree. Experience should include managing diverse procurement and logistics operations, as well as training and supervising teams of co-workers and managing vendors and suppliers. This experience is crucial for effectively carrying out the responsibilities of the Supply Chain Officer role.
Languages: Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
