The position of National Consultant to develop the Wetland Management Plan for Souphanouvang University involves creating a comprehensive management plan aimed at preserving and enhancing the wetland ecosystem associated with the university. The consultant will be responsible for assessing the current state of the wetland, identifying key environmental challenges, and proposing actionable strategies for sustainable management. This role requires collaboration with various stakeholders, including university officials, local communities, and environmental experts, to ensure that the plan is inclusive and effective. The consultant will also be expected to conduct field surveys, gather data, and analyze ecological conditions to inform the management strategies. The assignment is set to take place from October 1, 2026, to November 14, 2026, and requires a commitment to delivering high-quality outputs within the specified timeframe.

Required Qualifications:
Educational Background:
A minimum of a Master’s degree in Environmental Science, Ecology, Natural Resource Management, or a related field is required. Additional certifications in wetland management or related areas will be considered an asset.
Experience:
At least 5 years of professional experience in environmental consulting or project management, specifically related to wetland ecosystems. Experience working with international organizations or NGOs is preferred.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Lao language is an advantage but not required. Proficiency in additional languages relevant to the region may also be beneficial.

This position is classified as an individual contractor role, and the consultant will be expected to work remotely. The contract duration is from October 1, 2026, to November 14, 202

- Conduct a thorough assessment of the wetland ecosystem at Souphanouvang University, including biodiversity, hydrology, and land use patterns.
- Engage with local stakeholders, including university staff, students, and community members, to gather input and insights on wetland management needs and priorities.
- Develop a detailed Wetland Management Plan that outlines objectives, strategies, and actions for sustainable management of the wetland.
- Identify potential funding sources and partnerships to support the implementation of the management plan.
- Prepare and deliver presentations to stakeholders to communicate findings and recommendations.
- Monitor and evaluate the effectiveness of the management strategies implemented, providing recommendations for adjustments as necessary.
- Document the entire process, including methodologies used, data collected, and outcomes achieved, to ensure transparency and accountability.
Required Qualifications:
- Proven experience in environmental management, particularly in wetland ecosystems.
- Strong analytical skills with the ability to interpret ecological data and develop management strategies.
- Excellent communication and interpersonal skills to engage with diverse stakeholders.
- Familiarity with local environmental regulations and policies related to wetland management.
- Ability to work independently and manage time effectively to meet deadlines.
- Proficiency in using relevant software for data analysis and report writing.
