Job Overview:
The position of Individual Consultancy/Lab Manager for the HealthTech Hub involves leading the operational design, launch, and management of the HealthTech Thematic AI Lab in Kigali, Rwanda. This role is part of the timbuktoo Initiative, which aims to enhance the use of artificial intelligence in health technology. The Lab Manager will be responsible for AI venture acceleration, talent development in AI, coordination of compute and data access, establishing partnerships in AI, ensuring responsible AI governance, and creating learning pathways in HealthTech AI. The role also includes ecosystem orchestration and monitoring/reporting of AI Lab activities, ensuring alignment with timbuktoo methodologies and UNDP requirements. The assignment is set for a period of 240 working days over 12 months, starting from October 1, 2026, to September 30, 2027.

Duties and Responsibilities:
The Lab Manager will have a comprehensive set of responsibilities including but not limited to:
  • Leading the operational design and launch of the HealthTech AI Lab.
  • Managing day-to-day operations of the Lab, ensuring effective implementation of AI projects.
  • Overseeing AI venture acceleration programs to support startups and innovations in health technology.
  • Developing and implementing AI talent development programs to enhance skills and knowledge in the field.
  • Coordinating access to necessary compute resources and data for AI projects.
  • Establishing and nurturing partnerships with stakeholders in the AI and health sectors.
  • Ensuring adherence to responsible AI governance frameworks.
  • Creating and managing HealthTech AI learning pathways for various stakeholders.
  • Orchestrating the ecosystem of the AI Lab to foster collaboration and innovation. 1
  • Monitoring and reporting on the activities and outcomes of the AI Lab, ensuring alignment with UNDP's strategic objectives.

Required Qualifications:
Candidates must possess a strong background in artificial intelligence, health technology, or a related field. They should have proven experience in managing projects, particularly in the tech or health sectors. Strong leadership and communication skills are essential, along with the ability to work collaboratively with diverse teams. Familiarity with UNDP's methodologies and frameworks will be an advantage. Candidates should also demonstrate a commitment to responsible AI practices and sustainable development.

Educational Background:
A minimum of a Master's degree in computer science, artificial intelligence, health technology, or a related field is required. Additional certifications or training in project management, AI governance, or health informatics will be considered a plus.

Experience:
Candidates should have at least 5 years of relevant professional experience in managing AI projects or health technology initiatives. Experience in a leadership role within a similar context, particularly in developing countries, will be highly regarded. Familiarity with UNDP operations and methodologies is also beneficial.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within UNDP and for the role. Knowledge of Kinyarwanda or French would be considered an asset, as it may facilitate better communication with local stakeholders and partners.

Additional Notes:
The contract for this position is for a duration of 12 months, with a total of 240 working days. This is a full-time consultancy role, and candidates may be required to work both remotely and on-site in Kigali, Rwanda. The position is open to both national and international applicants.
