Job Overview:
The position of IC - Benchmarking, modelagem federativa e análise de viabilidade institucional involves hiring an individual consultant to conduct studies on benchmarking, federative modeling, and institutional viability analysis for the implementation of the National People Management System in Brazil. The consultant will work closely with the Republic Institute and governance bodies, as well as with UNDP, to produce technical inputs, evidence, and theoretical references that will support the formulation of the National Capacity Strategy in Public Management, focusing specifically on People Management. The role requires the consultant to contribute to the development of the conceptual framework of the initiative, systematize relevant experiences, and formulate strategic recommendations to aid in its structuring and implementation. This position is crucial for enhancing public management capabilities and ensuring effective governance in Brazil.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct comprehensive benchmarking studies to analyze best practices in public management and governance.
  • Develop federative models that can be applied to the National People Management System.
  • Analyze the institutional viability of proposed models and strategies.
  • Collaborate with the Republic Institute and UNDP teams to gather data and insights necessary for the studies.
  • Produce technical reports and documentation that outline findings, recommendations, and strategic insights.
  • Engage with stakeholders, including public sector leaders and representatives from civil society, to gather input and validate findings.
  • Present findings and recommendations to relevant governance bodies and stakeholders.
  • Ensure that all work aligns with UNDP's standards and objectives for public management and governance.

Required Qualifications:
The minimum required qualifications for this position include:
  • A completed higher education degree in any field of study.
  • Proven experience in consultancy, research, or management in the area of public policies, with a focus on governance and the structuring of national or federal plans.
  • Experience in projects related to public management, state reform, or institutional strengthening involving multiple federative entities.
  • Experience in engaging with high-level leadership in the public sector or third sector.
  • Strong analytical skills and the ability to synthesize complex information into actionable recommendations.

Educational Background:
Candidates must possess a higher education degree, which can be in any discipline. However, degrees in fields related to public administration, political science, sociology, or management may be particularly relevant and beneficial for this role. The educational background should provide a solid foundation for understanding public policies and governance structures.

Experience:
Candidates are expected to have substantial experience in consultancy or research roles, particularly in the context of public policies and governance. Additional Notes:
This position is classified as an individual contractor role, with a contract duration of 140 days. The consultant will be expected to submit proposals directly through the UNDP supplier portal by the specified deadline. The role is full-time, and the consultant will be compensated through bank transfers upon acceptance of deliverables as outlined in the Terms of Reference (TOR). The UNDP will apply its exchange rate on the day of payment if multiple currencies are involved.
