Job Overview: The Procurement and Logistics Clerk UG (G3) position is crucial for supporting the IOM's operations in Burkina Faso. The role involves assisting in the management of procurement activities in accordance with IOM's rules, procedures, and policies. This includes overseeing the entire procurement process from the receipt and verification of requisitions to the issuance of purchase orders and ensuring that all necessary approvals are obtained. The clerk will also manage supplier relationships and contract administration, ensuring compliance with contractual obligations and maintaining accurate documentation. Additionally, the position requires coordination of the receipt of goods and services, ensuring that deliveries, invoices, and supporting documents are compliant before processing payments. The clerk will provide logistical support for mission operations, assist in market studies and analyses, maintain an effective inventory management system, and ensure adherence to internal procedures. The role is designed to contribute to the overall objectives of the IOM mission in Burkina Faso, requiring a proactive approach and the ability to work under pressure while maintaining attention to detail.
Duties and Responsibilities:
Support the management of procurement activities in accordance with IOM's procurement rules, procedures, and policies, from requisition receipt and verification to purchase order issuance and follow-up on required approvals.
Assist in managing supplier relationships and contract administration, including preparing contracts, coordinating necessary validations, monitoring contract execution, and archiving related documentation.
Coordinate the receipt of goods and services, ensuring the establishment of Goods Receipt Notes (GRN) and Service Receiving Notes (SRN), and processing payments while ensuring compliance with delivery, invoicing, and supporting documentation.
Provide logistical support for mission operations, including deliveries and activities at main and sub-offices, as well as any other logistics-related activities.
Assist the procurement team in conducting market studies and analyses, tracking prices, preparing required reports, and contributing to the analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis of significant purchases and contracts.
Help maintain an effective inventory management system, including assets (building maintenance and rolling stock) and logistics and procurement records, ensuring inventory accuracy and optimal resource utilization.
Ensure compliance with IOM's internal procedures and perform any other related tasks assigned by supervisors to contribute to the mission's objectives.
Required Qualifications: Candidates must possess a university degree in logistics, administration, finance, or a related field with at least 2 years of relevant experience; or a high school diploma in the aforementioned fields with 4 years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Experience working in logistics, administration, or finance with a UN agency or international organization is an asset. Strong interpersonal and intercultural skills with a proven ability to work effectively and harmoniously in a team are essential. The candidate must be able to work independently under pressure, maintain accuracy, pay attention to detail, meet deadlines, and work with minimal supervision. Flexibility and a strong commitment to working in challenging conditions related to multiple emergency commitments are also required.
Educational Background: A university degree in logistics, administration, finance, or a related field is required. Alternatively, a high school diploma in these fields with significant relevant experience may be considered. The educational qualifications must be from accredited institutions recognized in the UNESCO World Higher Education Database.
Experience: The position requires a minimum of 2 years of relevant experience in logistics, administration, or finance for candidates with a university degree, or 4 years for those with a high school diploma. Experience within a UN agency or international organization is highly desirable. The candidate should demonstrate strong interpersonal skills and the ability to work effectively in a team environment, as well as independently under pressure.
Languages: The official languages of IOM are English, French, and Spanish. A very good command of French (spoken and written) is mandatory. Proficiency in English (spoken and written) is desirable and will be assessed during the selection process, which may include written and/or oral evaluations.
Additional Notes: The position is for a duration of 3 months and is subject to the confirmation of funding. This selection process may be used to fill similar positions in various duty stations.
