Job Overview:
The WASH Specialist (WASH-CEE) NOC position is crucial within the Quetta Field Office, where the WASH Programme is a significant component of the Country Programme. The Specialist will report to the Chief Field Office and will be responsible for the development, management, implementation, monitoring, and evaluation of WASH & CEE programs. This role involves providing technical guidance and support throughout the programming processes to achieve the desired outcomes related to WASH & CEE. The Specialist will also engage in humanitarian WASH preparedness and response, networking, partnership building, and innovation in knowledge management and capacity building. The position requires a proactive approach to addressing the needs of the most disadvantaged children and families, ensuring that UNICEF's commitment to equity is translated into actionable programs.

Duties and Responsibilities:
The duties and responsibilities of the WASH Specialist include:

• Developing and planning WASH programs that align with UNICEF's strategic objectives.
• Managing and monitoring program implementation to ensure delivery of results.
• Providing technical and operational support for effective program execution.
• Preparing for and responding to humanitarian WASH needs during emergencies.
• Building and maintaining partnerships with stakeholders to enhance program effectiveness.
• Innovating and managing knowledge to improve WASH practices and capacity building initiatives.
• Ensuring that all program activities are aligned with national policies and strategies related to WASH.
• Collaborating with international financial institutions and government bodies to influence WASH policies.
• Leading and mentoring team members to foster a collaborative work environment. 1
• Preparing reports and proposals to secure funding and support for WASH initiatives.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as public health, social sciences, behavior change communication, economics, engineering, policy, development, environmental sciences, natural sciences, climate change, disaster risk reduction, or water resource management. Additional relevant post-graduate courses are desirable. Candidates should have a minimum of five years of progressively responsible professional work experience in WASH at national and/or international levels, demonstrating extensive capacity in various WASH programming areas. Strong analytical, writing, advocacy, and presentation skills are essential, along with the ability to influence national policies and build strategic partnerships.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as public health, social sciences, or environmental sciences. Additional post-graduate courses that complement the main degree are considered advantageous. This educational foundation is critical for understanding the complexities of WASH programs and their implementation in diverse contexts.

Experience:
Candidates should have at least five years of progressively responsible professional experience in WASH, demonstrating a deep understanding of the sector and its challenges. Experience should include working with national governments, international organizations, and stakeholders to influence policies and implement effective WASH programs. Languages:
Fluency in English and Urdu is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset. Proficiency in multiple languages can enhance communication and collaboration with diverse stakeholders in the WASH sector.
