Job Overview:
The Supply Chain Assistant position at IOM involves managing resources management functions in the main office under the supervision of the Chief of Mission in Tunis and the Supply Chain Officer. The role requires the assistant to receive and consolidate procurement requisition forms, ensuring they comply with the Purchase Authorization Matrix and other office instructions. The assistant will prepare tender documents, solicit bids, and coordinate with suppliers to confirm terms of agreements. Additionally, the role includes monitoring the status of open requisitions, reviewing vendor invoices, maintaining records of documentation, conducting market surveys, and providing technical information to staff regarding procurement procedures. The position also entails supporting property and asset management, transportation needs, and organizing meetings and workshops.

Duties and Responsibilities:
  • Receive and consolidate all procurement requisition forms, ensuring they have all required information and comply with the Purchase Authorization Matrix.
  • Prepare tender documents, solicit bids and quotations, and prepare bid analysis summaries.
  • Confirm terms of agreement with selected suppliers and prepare relevant documentation such as purchase orders and contracts.
  • Monitor the status of open requisitions and follow up on the timely delivery of goods and services.
  • Review vendor invoices, prepare payment requests, and coordinate with Finance for timely payments.
  • Maintain physical and electronic records of all documentation throughout the procurement cycle.
  • Conduct market surveys to identify potential new suppliers and evaluate them based on quality, prices, and services.
  • Keep track of contractual agreements and monitor office supplies and services.
  • Provide technical information to staff on procurement-related instructions and procedures. 1
  • Perform supply chain tasks related to property and asset management, warehousing, and transportation. 1
  • Support the coordination of transportation needs and drivers’ movements. 1
  • Monitor activities of contractors working on the office premises. 1
  • Support the organization of meetings, workshops, and trainings. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a high school diploma with four years of relevant professional experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a high level of computer literacy, excellent communication and negotiation skills, and the ability to prepare clear and concise reports. Additionally, candidates should be able to work effectively with national and international institutions and establish realistic resource requirements to meet IOM needs.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Alternatively, candidates with a high school diploma and extensive relevant experience may also be considered. Accreditation of the educational institution should be verified through the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in procurement and logistics, particularly in working with vendors and service providers. Experience with asset management processes and familiarity with IOM/UN Procurement and Logistics Rules and Procedures is an advantage. Additionally, experience working in an international organization is beneficial, as it provides insight into the operational standards and practices expected in such environments.

Languages:
Fluency in one of IOM's official languages (English, French, Spanish) is required for all staff members. For this specific position, fluency in French and Arabic (both oral and written) is mandatory. A working knowledge of English is desirable and will be evaluated during the selection process, which may include written and/or oral assessments.

The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
