National Migration Health Physician

Job Overview:
The National Migration Health Physician will be responsible for overseeing the daily operations of the Migration Health Assessment Centre (MHAC) in Quito, Ecuador. This role involves conducting migration health assessments to meet the technical requirements of resettlement countries, which includes medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment and referrals, and pre-departure procedures. The physician will ensure proper identification of refugees and migrants during health assessments, maintain accurate health records, and provide treatment for TB and sexually transmitted infections. Additionally, the physician will oversee immunization programs, contribute to quality improvement systems, and ensure compliance with global IOM Standard Operating Procedures (SOPs). The role also includes financial oversight of the MHAC, procurement of medical supplies, and reporting on health activities.

Duties and Responsibilities:

• Ensure efficient daily operations of the Migration Health Assessment Center (MHAC) in coordination with the Chief Migration Health Officer (CMHO).
• Conduct migration health assessments, including medical examinations, imaging, laboratory testing, vaccinations, and TB management.
• Maintain accurate health records and ensure completeness of information.
• Provide treatment for TB and sexually transmitted infections, and support HIV counseling activities.
• Oversee immunization and presumptive treatment programs in compliance with technical guidelines.
• Assess medical feasibility of return for migrants and provide travel health support.
• Contribute to quality improvement systems and undertake regular quality control activities.
• Ensure proper data management and reporting for health assessment programs.
• Oversee financial aspects of the MHAC, including budget preparation and procurement of medical supplies. 1
• Perform other duties as assigned by the Supervisor.

Required Qualifications:

• University degree in Medicine from an accredited institution.
• Valid license to practice medicine in Ecuador.
• Continuous clinical experience, preferably in a multidisciplinary hospital setting.
• Good knowledge of clinical medicine and patient safety protocols.
• Proven expertise or post-graduate specialization in pediatrics, pulmonology, emergency medicine, internal medicine, public health, or healthcare management is advantageous.
• Master trainer experience is a plus.
• Strong organizational and communication skills are essential.

Educational Background:
Candidates must possess a university degree in Medicine from an accredited academic institution. The degree must be recognized by the UNESCO World Higher Education Database. A valid medical license to practice in Ecuador is mandatory.

Experience:
Candidates should have at least four years of professional work experience in a clinical setting. Continuous clinical experience is preferred, with the last clinical posting occurring within the last three years. Experience in a multidisciplinary hospital environment is highly desirable, along with a good understanding of clinical medicine and patient safety protocols.

Languages:
Fluency in English and Spanish is required, both oral and written. Proficiency in the local language is essential and will be evaluated during the selection process. Knowledge of additional languages may be considered an asset.

Additional Notes:
The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months.
