Job Overview:
The consultancy position focuses on providing technical guidance and support to national and subnational implementing partners and technical institutes that are engaged in strengthening the social service workforce in China. Specifically, the role emphasizes the professionalization of Child Directors, also known as Barefoot Social Workers, who are crucial in delivering services to vulnerable children. The consultant will work closely with the Ministry of Civil Affairs (MCA) to enhance the child protection service system, which has seen the appointment of over 582,000 Child Directors across various communities since 201

• The overall objective is to ensure that these Child Directors are effectively trained and supported to fulfill their roles in safeguarding children's rights and welfare.

Duties and Responsibilities:
The consultant will be responsible for a range of duties, including but not limited to: providing technical assistance to MCA and other stakeholders in the development and implementation of training programs for Child Directors; conducting assessments of the current child protection service system and identifying areas for improvement; collaborating with local and national partners to enhance the capacity of Child Directors; developing training materials and resources tailored to the needs of Child Directors; monitoring and evaluating the effectiveness of training programs and the impact of Child Directors on child protection outcomes; facilitating workshops and training sessions; and ensuring that all activities align with UNICEF's mission and values.

Required Qualifications:
Candidates must possess a Master's university degree in social science, social development studies, humanities, or other relevant disciplines. Additionally, a minimum of five years of relevant work experience in child protection programming is required, particularly in areas related to strengthening the social service workforce, competency-based training, and program planning, monitoring, and evaluation. The ideal candidate should demonstrate strong analytical skills, good interpersonal skills, and the ability to work effectively under tight deadlines and independently.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as social science, social development studies, or humanities. This advanced degree is essential for understanding the complexities of child protection and social service systems, as well as for developing effective training and support programs for Child Directors.

Experience:
The position requires a minimum of five years of relevant work experience in child protection programming. This experience should include a focus on strengthening the social service workforce, competency-based training, and program planning, monitoring, and evaluation. Candidates should have a proven track record of working in similar roles and environments, demonstrating their ability to contribute effectively to the objectives of the consultancy.

Languages:
Strong writing skills in both Chinese and English are mandatory for this position.
