Job Overview: The Senior Budgeting Officer will play a crucial role within the Budget Division of the Department of Financial and Administrative Management (DFAM). This position involves leading the development, improvement, and operationalization of project and institutional budgeting processes. The Senior Budgeting Officer will support business process optimization, results-based budgeting, and reporting, while ensuring a strong integration between project-level budgeting and the Organization’s overall Programme and Budget. The role requires collaboration with various teams, including the Budget Team, other divisions within DFAM, and the Department of Strategic Planning and Organizational Performance (DPP). The officer will be responsible for developing and maintaining the conceptual framework and standards for budget review processes, ensuring coherence and alignment with organizational priorities. Additionally, the Senior Budgeting Officer will provide technical inputs and support consultations with internal stakeholders and donors to enhance understanding and support for Results-Based Budgeting. The position also involves contributing to the preparation, monitoring, and reporting of the Organization’s Programme and Budget, as well as advising HQ divisions and field offices on budget management approaches.
Duties and Responsibilities: The Senior Budgeting Officer will have a comprehensive set of responsibilities, including leading the development and continuous refinement of IOM’s global project budgeting framework. This includes ensuring that the principles, methodologies, and business processes are coherent and aligned with organizational objectives. The officer will develop and maintain standards for budget review processes, provide technical advice for the collection and analysis of baseline data, and collaborate with relevant units to harmonize budget management approaches. The role also involves preparing documents, dashboards, and presentations for analysis and reporting, providing training on budget matters, and contributing to the development of internal guidelines. Furthermore, the officer will monitor and report on budgetary performance, provide transactional approvals, and perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Economics, Business Administration, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Candidates should have progressively responsible experience in financial management, budgeting, and/or business process improvement within an international context. Knowledge of Results-Based Budgeting techniques and principles is essential, and experience with RBB implementation within the UN context is a distinct advantage. Proven experience in liaising and negotiating with donors and external stakeholders, as well as sound experience in analyzing financial documents and handling large datasets, is required.
Educational Background: The educational background required for this position includes a Master’s degree in Economics, Business Administration, or a related field from an accredited institution. Accredited institutions are those listed in the UNESCO World Higher Education Database. Alternatively, candidates may hold a University degree in the same fields with additional years of relevant professional experience.
Experience: Candidates should have a minimum of seven years of progressively responsible professional experience in financial management, budgeting, and/or business process improvement within an international context. This experience should include knowledge of Results-Based Budgeting techniques and principles, with a preference for candidates who have experience implementing RBB within the UN context. Additionally, candidates should have experience in liaising with donors and external stakeholders, as well as analyzing financial documents and managing large datasets.
Languages: All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. For this position, fluency in English is mandatory, both oral and written. A working knowledge of French and/or Spanish is considered an advantage, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to international recruitment, and candidates are required to be mobile.
