Job Overview:
The Programme Officer (Disaster Risk Reduction and Early Warning) will play a crucial role in the implementation of the programme titled 'The Project for Enhancing Evacuation Centers and Early Warning Systems in Pacific Island Countries.' This position involves providing technical and programme oversight of disaster risk reduction and preparedness activities specifically in Fiji, Solomon Islands, and Vanuatu. The incumbent will be responsible for the development, planning, implementation, and monitoring of programme activities aimed at strengthening national and community capacities to address disaster and displacement-related risks. The role requires close coordination with various stakeholders, including IOM Country Offices, and involves ensuring quality implementation, compliance, partnership engagement, and achievement of programme results. The Programme Officer will also oversee the effective management of the programme, ensuring that objectives are met and that the programme aligns with IOM's organizational policies and donor requirements.

Duties and Responsibilities:
The duties and responsibilities of the Programme Officer include overseeing the development and implementation of the disaster risk reduction programme, providing technical leadership and operational guidance for disaster preparedness and early warning systems, leading the planning and coordination of programme activities, establishing and maintaining relationships with UN agencies and other stakeholders, identifying priorities during programme implementation, ensuring compliance with donor requirements, monitoring progress against strategic objectives, and supervising relevant programme staff. The officer will also be responsible for drafting reports, coordinating assessments and training programmes, and ensuring the establishment of a common Monitoring and Evaluation framework. Additionally, the Programme Officer will undertake travel duties as required to support programme implementation and may be involved in the development of communication materials.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Candidates should have experience in programme conceptualization, development, implementation, monitoring, reporting, and evaluation, as well as managing disaster risk reduction and emergency response projects. Familiarity with financial and business administration is also required, along with a sound understanding of disaster risk reduction and related humanitarian issues.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, or International Studies from an accredited institution. Alternatively, a University degree in these fields with additional years of relevant experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires significant experience, specifically five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Candidates should have a proven track record in programme management, particularly in disaster risk reduction, early warning systems, and emergency response projects. Experience in liaising with governmental and diplomatic authorities, as well as with national and international institutions, is essential. Familiarity with financial and business administration, as well as knowledge of migration-related issues, is also important.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of Japanese and another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in Fijian, Fiji Hindi, or another Pacific language is also beneficial. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
