Job Overview:
The Project Analyst position is integral to the successful implementation of the project titled 'Enhancing climate resilience in Thailand through effective water management and sustainable agriculture.' This project is funded by the Green Climate Fund (GCF) with a total budget of USD 17.5 million over five years. The Project Analyst will work closely with the Project Management Unit (PMU) established at the Royal Irrigation Department (RID) and will be responsible for ensuring effective project management, coordination, and monitoring. The role requires collaboration with various stakeholders, including government agencies and local communities, to support climate-informed water management and enhance the resilience of vulnerable farmers in Thailand. The Project Analyst will also supervise a team, including a Gender Responsive Data Officer and a Project Monitoring and Evaluation Officer, ensuring that project activities align with the objectives set forth in the project document.

Duties and Responsibilities:
The Project Analyst will have a wide range of responsibilities, including but not limited to:

• Ensuring effective project management and coordination with the PMU and RID, facilitating strategic inputs to financial and managerial aspects of the project.
• Supporting the PMU in project implementation and management, including annual work planning and budgeting.
• Organizing Project Board Meetings and periodical coordination meetings to monitor project activities.
• Overseeing procurement of goods and services and conducting budget and expenditure analysis.
• Coordinating and compiling periodical progress reports to the GCF and monitoring project risks and mitigation measures.
• Ensuring quality assurance and oversight of project deliverables, collaborating with technical experts to maintain high standards.
• Providing policy advice and capacity building to enhance the capabilities of the PMU and stakeholders.
• Facilitating knowledge management by documenting lessons learned and best practices, and disseminating them through various channels.
• Developing and implementing partnership and advocacy strategies to strengthen stakeholder engagement and cooperation.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as International Development, Sustainable Development, Environmental Management, Climate Change, or Environmental Engineering. Alternatively, a first-level university degree (Bachelor’s degree) in these areas combined with an additional two years of qualifying experience will be considered. The position requires a minimum of two years of relevant development sector experience at the national or international level for those with a master’s degree, or four years for those with a bachelor’s degree. Demonstrated experience in project management and coordination of complex projects is essential, along with a proven track record of working in Thailand or the Southeast Asian region, particularly with government and public organizations.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as International Development, Sustainable Development, Environmental Management, Climate Change, or Environmental Engineering. Candidates with a bachelor’s degree in these areas will be considered if they have an additional two years of relevant experience. This educational foundation is crucial for understanding the complexities of climate resilience and sustainable development practices.

Experience:
The position requires a minimum of two years of relevant experience in the development sector for candidates with a master’s degree, or four years for those with a bachelor’s degree. Experience in managing complex projects and coordinating with various stakeholders is essential. Candidates should have a proven track record of working in Thailand or the Southeast Asian region, particularly in collaboration with government and public organizations. Familiarity with climate change adaptation and mitigation strategies, as well as experience with GCF or GEF-related projects, is highly desirable.

Languages:
Fluency in English and Thai is required for this position. Proficiency in additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders and communities involved in the project.

Additional Notes:
This position is based in Bangkok, Thailand, and may require travel to the target provinces of Phitsanulok, Sukhothai, and Uttaradit. The role is full-time and may involve working with both internal and external applicants.
