Job Overview:
The consultant will be responsible for conducting a comprehensive and integrated analysis of the sustainable development trajectories in the Dominican Republic. This involves synthesizing and critically evaluating available evidence to identify key structural drivers, trends, interrelations, challenges, and opportunities that shape the country's development. The analysis will also address inequalities and normative commitments, ensuring that human rights, gender equality, and the principle of leaving no one behind are integrated throughout the process. The final output will be a public document that presents the main findings and serves as a foundation for the United Nations Country Team's ongoing analytical functions and the design of the next Cooperation Framework.

Duties and Responsibilities:

• Conduct an integrated and prospective analysis of sustainable development trajectories in the Dominican Republic, documenting existing information gaps and generating a solid analytical base.
• Analyze how development dynamics affect different populations, identifying inequalities, exclusion factors, and structural barriers.
• Examine institutional capacities, relationships, and financing mechanisms that influence development dynamics, identifying opportunities and constraints for strategic alliances and resource mobilization.
• Facilitate a participatory analytical process that incorporates systemic thinking and multidimensional risk analysis to identify transformative opportunities and strategic priorities.
• Prepare and validate the final analytical products, ensuring methodological coherence and strategic utility of the results, incorporating feedback from relevant stakeholders.

Required Qualifications:
At least 7 years of demonstrated experience in sustainable development analysis, strategic planning, public policy, or processes within the United Nations system or multilateral organizations. Required. Experience in producing high-level strategic and analytical reports, with the ability to synthesize quantitative and qualitative evidence. Required. Proven experience in facilitating multi-stakeholder processes, including engagement with vulnerable groups. Required. Experience in cross-border dynamics, human mobility, and working with vulnerable populations is desirable. Required. Knowledge of development financing, stakeholder analysis, and capacity mobilization. Required. Proven experience in the context of sustainable development in the Dominican Republic. Required. Commitment to equality, diversity, and inclusion principles.

Educational Background:
A relevant advanced degree in social sciences, international development, public policy, or a related field is preferred. A strong academic background that supports the analytical and strategic functions of the position is essential.

Experience:
The position requires a minimum of 7 years of relevant experience in sustainable development analysis, strategic planning, and public policy, particularly within the context of the United Nations or similar multilateral organizations. Experience in producing high-level reports and facilitating inclusive processes is crucial.

Languages:
Fluency in Spanish is mandatory, with advanced technical writing skills. Proficiency in English at an intermediate level is also required, enabling effective communication and collaboration in a bilingual environment.

The position is expected to last for 3 months, with a hybrid work arrangement based in Santo Domingo. Travel within the national territory may be required, subject to prior authorization.
