Job Overview:
The SHIELD Project Analyst position is integral to the implementation of the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme, which is funded by the Government of Australia. The role involves providing technical support to bridge evidence, policy, and practice through a science- and data-informed approach. The Analyst will work across three components of the SHIELD Programme, focusing on enabling effective localization, supporting local government units (LGUs) in collaboration with various stakeholders, and contributing to national systems strengthening. The position requires a proactive approach to translating scientific and technical information into actionable plans and investments, ensuring that local communities are better prepared for climate change and natural hazards. The Analyst will report to the UNDP Project Manager and work closely with various partners to ensure alignment of priorities and coherence of efforts across project components.

Duties and Responsibilities:
The SHIELD Project Analyst will be responsible for a wide range of duties including providing technical advisory support for the implementation of UNDP project outputs, facilitating engagement with national government agencies and scientific institutions, and assisting in project planning, implementation, and monitoring. Specific responsibilities include preparing annual work plans, tracking implementation progress, ensuring compliance with UNDP policies, and facilitating national-level stakeholder coordination. The Analyst will also support knowledge management by developing policy briefs and technical reports, managing budgets, and ensuring efficient resource utilization. Additionally, the role involves providing technical backstopping to subnational teams and promoting integration across all SHIELD components through coordinated planning and implementation. The Analyst will also perform other duties as assigned to ensure effective programme delivery.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as climate change, disaster risk management, environmental science, public administration, or development studies. Alternatively, a first-level university degree (bachelor’s degree) in these fields, combined with two years of relevant experience, will also be considered. The position requires strong technical skills in providing support to development projects, particularly in climate change and disaster risk management, as well as experience in policy development and institutional coordination. Familiarity with UNDP policies and procedures is highly desirable, along with the ability to engage with a wide range of stakeholders and build strategic partnerships.

Educational Background:
An advanced university degree (master’s degree or equivalent) in climate change, disaster risk management, environmental science, public administration, development studies, or related fields is required. Candidates with a first-level university degree (bachelor’s degree) in the aforementioned fields will be considered if they have an additional two years of qualifying experience. This educational background is essential for understanding the complexities of climate and disaster resilience and for effectively contributing to the SHIELD Programme's objectives.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a bachelor’s degree. Those with a master’s degree are not required to have prior work experience. Relevant experience includes providing technical support to development projects in areas such as climate change, disaster risk reduction, resilience programming, and working with national government agencies or technical institutions. Demonstrated experience in project management, monitoring, and reporting, as well as facilitating multistakeholder partnerships, is also important for this role.

Languages:
Fluency in English and Filipino is required for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both official languages to effectively engage with diverse stakeholders and ensure clear dissemination of information.
