Job Overview:
The Finance Officer position at IOM is crucial for supporting and coordinating the budgetary and financial functions of the Kinshasa Country Office in the Democratic Republic of the Congo. The officer will work under the supervision of the Chief of Mission or the Head of Office and will directly report to the Resources Management Officer or the Senior Resources Management Officer. The role involves monitoring and overseeing financial management for all activities within the Country Office, ensuring compliance with IOM's policies and procedures, and providing technical support to Programme/Project Managers throughout the project cycle. The Finance Officer will also be responsible for maintaining accurate financial records, preparing financial reports, and assisting in the preparation of the annual budget. This position requires a proactive approach to financial oversight and the ability to work collaboratively with various stakeholders, including regional offices and headquarters.

Duties and Responsibilities:
The Finance Officer will undertake a variety of duties, including but not limited to: supporting the RMO/SRMO in monitoring financial management, conducting preliminary financial analyses of programs/projects, ensuring compliance with internal controls, and maintaining accurate financial records. The officer will assist in reviewing monthly accounting closure records, preparing annual budgets, and coordinating financial reports in accordance with IOM and donor regulations. Additionally, the Finance Officer will supervise the Finance Unit's staff, support administrative management functions, forecast cash flows, and facilitate financial audits. The role also involves making recommendations for procedural improvements and contributing to staff training in accounting and finance.

Required Qualifications:
Candidates must possess a Master's degree in Accounting, Business Administration, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Experience in accounting, financial management, and reporting is essential, as well as familiarity with international institutions and internal control assessments.

Educational Background:
The educational background required for this position includes a Master's degree in Accounting, Business Administration, or a related field from an accredited academic institution. Candidates with a University degree in the same fields are also eligible if they have four years of relevant professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is necessary for the educational qualifications to be considered valid.

Experience:
The Finance Officer should have a minimum of two years of relevant professional experience if holding a Master's degree, or four years if holding a University degree. Experience should include accounting, financial management, and reporting, as well as preparing clear and concise financial and management reports. Familiarity with international institutions and previous work experience in the region or in emergency operations is considered an advantage.

Languages:
Fluency in one of IOM's official languages (English, French, Spanish) is mandatory, with English being required for both oral and written communication. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is advantageous and will be evaluated during the selection process, which may include written and/or oral assessments.

The position is internationally recruited, and candidates are required to be mobile.
