Job Overview:
The consultant will play a crucial role in reviewing existing Education in Emergencies (EiE), Disaster Risk Management (DRM), and Climate Change policies to identify gaps and recommend actionable strategies for strengthening the education system's resilience and inclusivity. This position involves collaboration with the National Department of Education and various stakeholders to assess current policies, evaluate alignment with global frameworks, and produce a comprehensive policy review report. The consultant will be responsible for conducting policy analysis, institutional mapping, capacity building, and stakeholder consultations to ensure effective policy implementation and response to educational disruptions caused by disasters and climate change.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a Master’s Degree in education, economics, psychology, sociology, or a related field. A minimum of 7 years of experience in education planning, policy development, and analysis is required, with specific expertise in Education in Emergencies and Disaster Risk Management. Experience in strategy development for government or international organizations in the social sector is essential, along with a proven track record in policy review for major government departments.
Educational Background:
A Master’s Degree in a relevant field such as education, economics, psychology, sociology, or another related discipline is mandatory for this position. This educational background is crucial for understanding the complexities of education policy and its intersection with emergency management and climate change.
Experience:
The position requires a minimum of 7 years of relevant work experience, particularly in policy review and development for government departments at national or international levels. Candidates should have at least 5 years of experience in strategy development for government or international development organizations, particularly in the social sector. Experience with GPE grants and proposal development processes is also necessary.
Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an asset, particularly in the context of working in diverse communities and engaging with various stakeholders.

The consultancy is office-based and has a contract duration of 5 months. - Provide capacity-building support to NDOE teams on policy development and review tools.
- Assess the effectiveness and equity of EiE responses through analysis of coverage and targeting.
- Facilitate stakeholder consultations to gather input from education authorities, civil society, and community representatives.
- Co-facilitate workshops to review and validate policy recommendations and implementation guides.
- Produce a policy review report with strategic interventions to improve educational outcomes for vulnerable groups.
