Job Overview:
In this critical role, the Child Protection Specialist will coordinate and strengthen Haiti’s Monitoring and Reporting Mechanism (MRM) under the direct supervision of the Chief of the Child Protection Section. The position involves ensuring effective monitoring of grave violations against children across Field and Regional Offices. The specialist will manage MRM information and reporting, including the analysis and transmission of relevant data to the Chief of Child Protection for review before submission to the MRM Technical Working Group. The role also includes promoting partnerships and coordination within the Haiti Country Office and with relevant technical staff at Regional Office and Headquarters levels. The specialist will support child protection actions in emergencies, addressing grave violations against children and programming for those affected by conflict and crises.

Duties and Responsibilities:
The key services and tasks for this position include supporting the CTFMR Secretariat and MRM Technical Working Group, implementing the MRM, and strengthening the monitoring and reporting of grave violations. The specialist will coordinate with other monitoring mechanisms and key partners, prepare CTFMR reports and briefings, and support advocacy efforts related to children and armed conflict (CAAC). Keeping CTFMR co-chairs and donors informed of CAAC developments, supporting fundraising and fund management for MRM activities, and mainstreaming child protection concerns across UN operations are also essential duties. The specialist will strengthen partnerships with relevant actors, support CAAC advocacy, and liaise with the Office of the SRSG. Additionally, the role involves strengthening national child protection capacity, particularly with the Haitian National Police (HNP), supporting field missions, and undertaking other duties as assigned by the Chief of Child Protection.

Required Qualifications:
To qualify for this position, candidates must possess a Master’s degree or equivalent in Political Science, Law, Social Science, International Relations, Human Rights, or related fields. A minimum of 5 years of relevant work experience in Child Protection, Law, Human Rights, Political Affairs, or International Relations is required, particularly in promoting and protecting the rights of the child according to international standards. Candidates should have skills in Child Protection, Children and Armed Conflict (CAAC), Monitoring and Reporting Mechanism (MRM), Coordination, International Relations, and Project Management.

Educational Background:
Candidates must hold a Master’s degree or an equivalent advanced university degree in fields such as Political Science, Law, Social Science, International Relations, or Human Rights. This educational background is essential for understanding the complexities of child protection and the legal frameworks surrounding it.

Experience:
The position requires at least 5 years of relevant work experience in areas such as Child Protection, Law, Human Rights, Political Affairs, or International Relations. Experience in promoting and protecting children's rights in accordance with international standards is crucial, as is familiarity with the challenges faced in development, fragile settings, and humanitarian contexts.

Languages:
Fluency in both French and English is mandatory for this position. Additionally, knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered desirable, enhancing the candidate's ability to communicate effectively in diverse environments.
