Job Overview:
The Senior Procurement Expert (Judiciary) for the EU-PH Public Procurement Project will play a crucial role in enhancing the procurement processes within the Philippine judiciary system. This position requires the consultant to work under the guidance of the EU-PH Public Procurement Project Manager and the Team Leader of the Institutions and Partnerships Programme Team of UNDP Philippines. The consultant will be responsible for conducting a comprehensive assessment of the current procurement practices, identifying gaps, and proposing a capacity development framework to facilitate the transition to the new Government Procurement Act (NGPA). The consultant will need to submit an inception report detailing the approach and methodology for the assignment, conduct policy reviews, perform readiness assessments, and execute gap analyses to ensure that the judiciary is prepared for the reforms mandated by the NGPA. The role demands a strategic mindset and the ability to engage with various stakeholders to gather insights and data necessary for informed decision-making.

Duties and Responsibilities:
The duties and responsibilities of the Senior Procurement Expert include:
  • Submitting an Inception Report that outlines the overall approach, design considerations, and schedule for the engagement, including methodology for conducting a rapid institutional appraisal.
  • Conducting a Policy and NGPA Readiness Review to analyze the NGPA and its Implementing Rules and Regulations, identifying provisions with significant implementation impact on the Judiciary.
  • Performing a Rapid Capacity and NGPA Readiness Assessment through interviews and data collection with key stakeholders, including the Head of the Procuring Entity and various committees within the Supreme Court.
  • Executing a Gap Analysis to map current capabilities against the new legal requirements of the NGPA, identifying vulnerabilities in human resources and institutional processes.
  • Developing a Comprehensive Capacity Development Framework and Roadmap that includes a strategic mapping for institutional strengthening and individual competency development, along with a sequenced reform plan and detailed training modules.

Required Qualifications:
The required qualifications for this position include a Master’s degree in Public Administration, Procurement, Public Financial Management, Governance, Economics, Business Administration, or a related field. A Juris Doctor (JD), Bachelor of Laws (LLB), or Master of Laws (LLM) is preferred. Candidates must have at least ten years of progressive work experience as a legal professional with extensive expertise in public procurement, governance, or public financial management. Experience with Philippine procurement systems and the NGPA is desirable. Additionally, candidates should submit at least two sample works relevant to public procurement, such as institutional assessments or capacity development frameworks. Experience with development and/or international organizations is an advantage, along with demonstrated analytical and facilitation skills through at least one workshop facilitation as indicated in the CV.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Public Administration, Procurement, Public Financial Management, Governance, Economics, Business Administration, or related disciplines. A Juris Doctor (JD), Bachelor of Laws (LLB), or Master of Laws (LLM) is preferred, indicating a strong legal background that complements the procurement expertise required for this role.

Experience:
The position requires at least ten years of progressive work experience as a legal professional, specifically with extensive expertise in public procurement, governance, or public financial management. Candidates should have a solid understanding of the Philippine procurement systems and the NGPA, as well as experience working with development and/or international organizations, which would be considered an advantage. The role demands a high level of analytical skills and the ability to facilitate workshops effectively.

Languages:
Proficiency in both English and Filipino languages is mandatory for this position. This bilingual requirement ensures effective communication with various stakeholders involved in the procurement processes. Additional language skills may be considered an asset but are not explicitly required for this role.
