Job Overview:
The position involves providing consultancy services for the development of guidelines and processes, as well as capacity building in support of the implementation of the Samoa National Legal Aid Policy. The consultant will work under the project titled 'Strengthening equitable access to fair justice for ALL in Samoa'. This role is crucial in ensuring that legal aid services are accessible and effective for all citizens, particularly marginalized groups. The consultant will be expected to engage with various stakeholders, including government agencies, civil society organizations, and community groups, to gather insights and develop comprehensive guidelines that align with national policies and international best practices. The consultant will also be responsible for training and capacity building activities to enhance the skills and knowledge of local stakeholders involved in legal aid services.

Duties and Responsibilities:

• Conduct a thorough assessment of the current legal aid framework in Samoa, identifying gaps and areas for improvement.
• Develop comprehensive guidelines and processes for the implementation of the Samoa National Legal Aid Policy.
• Facilitate workshops and training sessions for stakeholders to build their capacity in legal aid service delivery.
• Collaborate with government agencies and civil society organizations to ensure the guidelines are practical and effective.
• Provide ongoing support and advice to stakeholders during the implementation phase of the guidelines.
• Monitor and evaluate the effectiveness of the guidelines and capacity building initiatives, making adjustments as necessary.
• Prepare and submit detailed reports on progress and outcomes of the consultancy work.

Required Qualifications:

• Proven experience in legal aid, human rights, or related fields.
• Strong understanding of the legal and justice systems in Samoa.
• Excellent facilitation and training skills, with experience in capacity building.
• Ability to work collaboratively with diverse stakeholders, including government, civil society, and community groups.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication skills in English.

Educational Background:
A minimum of a Master’s degree in law, social sciences, or a related field is required. Additional qualifications in human rights, public policy, or international development would be an advantage.

Experience:
At least 5 years of relevant professional experience in legal aid, human rights, or related fields is required. Experience working with international organizations or NGOs in similar roles is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of Samoan or other local languages would be an asset, as it would facilitate better communication with local stakeholders.

Additional Notes:
This is a national consultancy position based in Apia, Samoa, with an expected contract duration of 35 working days. The consultant will be required to submit proposals directly through the UNDP supplier portal. The position is not remote and requires physical presence in Samoa to effectively engage with stakeholders and conduct training sessions.
