Job Overview:
The Senior Human Resources Associate will play a crucial role in supporting the Migration Health Division (MHD) by providing comprehensive human resources services. This position involves coordinating and administering various HR functions such as recruitment, onboarding, personnel administration, leave and attendance monitoring, performance management support, and staff development activities. The successful candidate will work closely with the MHD Business Partner and other key stakeholders to ensure that HR services are delivered effectively and in compliance with IOM policies and procedures. The role requires a proactive approach to HR processes, including maintaining accurate HR records, supporting recruitment efforts, and contributing to the continuous improvement of HR workflows. The Senior Human Resources Associate will also be responsible for providing guidance to staff and managers on HR matters, ensuring that all actions align with the operational needs of the office.

Duties and Responsibilities:
The duties and responsibilities of the Senior Human Resources Associate include but are not limited to: coordinating recruitment processes, including drafting and posting vacancy notices, screening applications, and participating in interview panels; administering onboarding activities such as preparing Entry on Duty documentation and coordinating medical exams; maintaining HR records and systems data; monitoring attendance and leave administration; preparing documentation for personnel actions such as separations and promotions; serving as the focal point for consultancy and internship processes; ensuring compliance with performance evaluation processes; supporting staff development and capacity-building initiatives; and providing guidance and training to junior staff. The role also involves responding to inquiries regarding entitlements and responsibilities, identifying areas for improvement in HR processes, and participating in inter-agency HR working groups as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field, along with four years of relevant professional experience. Alternatively, a High School diploma with six years of relevant experience is acceptable. Candidates should have experience in recruitment, personnel administration, contract management, and HR service delivery. Knowledge of HR policies, procedures, and best practices is essential, as well as proficiency in Microsoft Office applications and HR information systems. Strong analytical, organizational, and problem-solving skills are required, along with the ability to communicate effectively and manage multiple priorities in a multicultural environment.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field from an accredited university. Candidates with a High School diploma must have additional relevant experience to qualify. It is important that the educational institutions attended are recognized by the UNESCO World Higher Education Database, ensuring that the qualifications meet international standards.

Experience:
The position requires candidates to have a minimum of four years of relevant professional experience in human resources, specifically in recruitment, personnel administration, and HR service delivery. Experience in interpreting and applying HR policies, rules, and regulations is crucial.
