Job Overview:
The Technical Analyst for Youth Empowerment Initiatives will play a pivotal role in advancing UNDP Indonesia's commitment to youth empowerment, which is central to its development agenda. This position involves serving as the focal point for youth empowerment initiatives, leading youth-led programs that address pressing issues and needs in the country, and facilitating youth contributions to the SDGs. The Analyst will be responsible for mainstreaming youth into the country office portfolio, ensuring that youth are not only beneficiaries of development but also active leaders in shaping inclusive, resilient, and sustainable development pathways. The role requires collaboration with various stakeholders, including government bodies, private sector partners, and civil society organizations, to implement programs that equip youth with future-ready skills, expand access to quality education, decent work, and entrepreneurship, and strengthen youth participation in decision-making processes. The Analyst will also oversee the implementation of specific initiatives such as the Youth Ultra Micro Entrepreneurship Empowerment (YUMEE) and the Youth Digitalization for Employability and Entrepreneurship Program (YDEEP), which aim to empower young people through access to finance, business skills, and digital tools.

Duties and Responsibilities:
The Technical Analyst will have a comprehensive set of duties and responsibilities, including:
  • Supporting the implementation of monitoring and reporting policies and strategies for youth empowerment, ensuring systematic assessment of project activities against agreed objectives and results frameworks.
  • Coordinating and providing technical oversight for project monitoring, establishing and strengthening reporting mechanisms in line with UNDP requirements.
  • Acting as the technical focal point for youth empowerment, offering strategic guidance and quality assurance to implementing partners.
  • Leading the collection, analysis, and interpretation of project data to inform adaptive management and strategic decision-making.
  • Developing high-quality analytical outputs, including dashboards and data visualizations, for internal and external reporting.
  • Coordinating strategic communication of results and synthesizing evidence for presentations and stakeholder engagements.
  • Integrating gender-responsive analysis into research and program implementation.
  • Overseeing documentation of program results, including human-interest stories and case studies.
  • Supporting project management and ensuring effective quality assurance and oversight across the portfolio. 1
  • Assisting in maintaining strategic partnerships with key development partners to mobilize resources for youth empowerment initiatives. 1
  • Contributing to the dissemination of lessons learned and ensuring effective cross-project knowledge sharing.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Public Policy, Economics, Finance, International Relations, or related fields. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with two additional years of relevant professional experience, will be considered. The position requires fluency in English and Bahasa Indonesia, with a strong emphasis on communication skills. Candidates should demonstrate a commitment to gender equality and human rights, ensuring that these principles are prioritized in all actions and implementations. Additionally, candidates should have experience in program/project management, particularly in youth entrepreneurship, upskilling, or climate action initiatives.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Public Policy, Economics, Finance, or International Relations. Candidates with a bachelor’s degree in these areas will be considered if they have two additional years of relevant professional experience. This educational foundation is essential for understanding the complexities of youth empowerment and sustainable development.

Experience:
The level of experience required for this position varies based on educational qualifications. Applicants with a master’s degree are not required to have prior professional work experience. However, those with a bachelor’s degree must have a minimum of two years of relevant professional experience in program/project management, specifically in areas related to youth entrepreneurship, upskilling, or climate action. Desired skills include experience in resource mobilization, strategic partnerships, and familiarity with UNDP or other UN agencies' programming related to sustainable development.

Languages:
Fluency in English and Bahasa Indonesia is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they enhance communication with diverse stakeholders and communities.
