Job Overview: The Associate Data Specialist position is integral to the UN Resident Coordinator's Office in Minsk, Belarus. The role involves collaborating with various stakeholders, including data engineers, data scientists, and subject matter experts, to develop and implement databases, data collection systems, and data analytics that enhance statistical efficiency and quality. The incumbent will engage with external partners, including UN funds and programs, to share information and best practices. This position requires a proactive approach to data management and analysis, contributing to the overall mission of the UN in supporting sustainable development initiatives. The Associate Data Specialist will be expected to stay updated on emerging trends in data analytics and contribute to capacity-building efforts within the organization, ensuring that staff are equipped with the necessary skills to utilize data effectively in their work.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties, including but not limited to:
Implementing databases, data collection systems, and data analytics strategies to optimize statistical efficiency and quality.
Analyzing and interpreting trends or patterns in data using statistical methods.
Improving processes for data analytics tasks and maintaining databases.
Developing reports, dashboards, and tools to summarize findings for management.
Tracking progress on department-specific data initiatives and reporting on outcomes.
Assisting with data collection and initial analysis for various projects.
Producing data products such as reports or newsletters related to data analysis.
Gathering business requirements across departments to identify pain points for data-driven analysis. 1
Compiling data insights and preparing materials for stakeholder communications. 1
Keeping abreast of trends in data analytics best practices and technologies. 1
Supporting the preparation and verification of data for model assessments. 1
Building staff capacity in data analytics through training and workshops. 1
Assisting team members with data verification and routine reporting tasks. 1
Performing other related tasks as assigned.
Required Qualifications: Candidates must possess strong analytical and strategic thinking skills, with a solid understanding of sustainable development theories and concepts. They should demonstrate the ability to identify and develop sources for data collection and undertake research to analyze data effectively. The role requires proficiency in data manipulation and analysis, as well as familiarity with data visualization tools such as Tableau, Power BI, Qlik, and R. Candidates should also exhibit project management skills and the ability to work collaboratively in a team environment. A commitment to gender equality and the ability to incorporate gender perspectives into all areas of work are essential.
Educational Background: An advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or social sciences is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of two years of progressively responsible experience in data analysis and management is required. Candidates should demonstrate knowledge of data life cycles, including data collection, wrangling, analysis, visualization, and reporting. Experience in quality assurance of data analysis outputs is desirable, as is familiarity with data storytelling and visualization tools. Project management experience is also a plus.
Languages: English and Russian are mandatory working languages for this position, with proficiency at UN Level II required for both. Knowledge of Belarusian is desirable.
Additional Notes: This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The appointment is subject to budgetary approval and the availability of the post. The position is open to nationals of Belarus only, and candidates must be of the nationality of the country where the position is located.
