Job Overview:
The Protection Officer (Legal Aid) will operate under the direct management of the Protection Team Leader and receive technical supervision from the Legal Aid Specialist. This role is crucial in providing direct legal assistance, counseling, and information to individuals and communities in need, particularly those affected by the ongoing crisis in Syria. The Legal Aid Officer will be responsible for implementing legal aid activities, contributing to legal analysis, and ensuring the delivery of high-quality legal services while upholding protection standards. The position also involves developing and disseminating legal information materials, strengthening legal referral pathways, and coordinating with partners and authorities to enhance access to justice for at-risk groups. The role is integral to strengthening localized legal protection responses through engagement with national actors, civil society organizations, and local service providers, ultimately aiming to improve the legal landscape for affected populations.
Duties and Responsibilities:
The Protection Officer (Legal Aid) will have a comprehensive set of responsibilities, including staying informed about legislative, administrative, and policy developments in Syria that pertain to legal status, identity, civil documentation, family law, housing, land and property rights, labor law, and other relevant topics. The officer will monitor the legal environment to identify recurring challenges or violations of rights, reporting findings to the line manager and Legal Specialist while suggesting improvements or interventions. They will provide legal information to crisis-affected individuals and groups about their rights and responsibilities, particularly concerning housing, land, and property rights, and assist clients in navigating legal processes for obtaining civil documentation. The officer will also provide technical guidance to partner organizations, strengthen referral pathways with local legal service providers, and ensure clients receive fair treatment and access to justice in compliance with national and international law. Advocacy for the rights of at-risk individuals and groups will be a key focus, alongside supporting training for DRC staff and stakeholders on legal issues and protection standards. The officer will also develop legal information materials tailored to the needs of affected communities and promote peaceful coexistence through legal mediation and alternative dispute resolution mechanisms. Upholding confidentiality and ethical standards throughout program implementation is essential.
Required Qualifications:
Candidates must possess a minimum of three years of proven professional experience in Syria providing legal services, ideally with a focus on at-risk clients and refugees. A strong understanding of the national legal, policy, and administrative frameworks, particularly as they relate to internally displaced persons and refugees, is essential. Experience with NGO legal aid programming, including legal representation, counseling, and awareness-raising, is required. Candidates should have experience interacting with judicial, security" style="border-bottom: 1px dotted #007bff !important;">security, and administrative authorities, as well as a good understanding of humanitarian principles. The ability to conduct training on legal matters and experience in internal and external representation are also important. Educational Background:
A university degree in Syrian Law is required for this position. A specialization in international human rights law and/or international refugee law is desirable, as it will enhance the candidate's ability to navigate the complexities of legal aid in the context of humanitarian assistance.
Experience:
The position requires a minimum of three years of relevant professional experience in providing legal services in Syria, particularly to at-risk clients and refugees. Candidates should have a solid understanding of the national legal frameworks and practical challenges faced by internally displaced persons and refugees, as well as experience with legal aid programming in an NGO context.
Languages:
Fluency in English is mandatory, while Arabic is required as a native language. Proficiency in additional languages may be considered an asset but is not mandatory for this position.

The contract for this position is expected to last until the end of December 2026, and it is classified as a non-management level role (H2). The position is based in Daraa, Syria, and the expected start date is as soon as possible.
