Job Overview:
The Layout and Graphic Design Consultant will play a crucial role in supporting the operationalization of the Philippines Enhanced National Referral Mechanism Guidelines for Trafficking in Persons Cases and the Philippine Guidelines on the Victim Identification System for Trafficking in Persons. This position involves producing a polished version of the Guidelines that will be ready for digital and print publication. The consultant will work closely with the Protection team of the Migration Management Unit (MMU) in Manila, contributing to the design and layout of important documents that facilitate the delivery of services for trafficked persons. The consultant is expected to propose design themes, submit drafts, and revise the documents based on feedback, ensuring that the final product is aesthetically pleasing and adheres to the brand and style guide provided by IOM.

Duties and Responsibilities:
The consultant will be responsible for the following tasks:
  • Propose three design themes, including color schemes, layout structures, covers, icon sets, and illustration styles that align with the provided brand and style guide within the first week.
  • Submit an initial draft of the Guidelines following the selected design theme by the second week.
  • Revise the draft up to three times based on inputs from IOM review during the third and fourth weeks.
  • Submit the final and approved version of the Guidelines in both editable and permanent formats by the end of the fourth week. The consultant must ensure that all deliverables are submitted on time and that the output improves the overall design of the knowledge product, maintaining consistency with the brand style guide.

Required Qualifications:
Candidates must possess a Bachelor's degree and have at least five years of experience in providing design and layout services. At least three years of this experience should be in providing layout support services for manuals, research outputs, reports, or similar products/projects. The consultant should demonstrate excellent creativity, design, and editing skills, with familiarity with Philippine government branding styles considered an advantage.

Educational Background:
A Bachelor's degree is required for this position, which provides the foundational knowledge necessary for effective design and layout work. This educational background should ideally be complemented by practical experience in graphic design or a related field.

Experience:
The consultant must have a minimum of five years of relevant experience in design and layout services, with at least three years specifically focused on layout support for manuals, research outputs, reports, or similar projects. This level of experience is essential to ensure that the consultant can meet the expectations of the role and deliver high-quality outputs.

Languages:
A good command of the English language is required for this consultancy. Proficiency in English will be specifically evaluated during the selection process, which may include written and/or oral assessments. While English is mandatory, knowledge of additional languages may be beneficial but is not explicitly required.

Additional Notes:
The consultancy will be covered against occupational accidents and illnesses under the Compensation Plan (CP) at no charge for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases. Candidates must provide written proof of medical coverage before commencing work. Any offer made is subject to funding confirmation, and appointment will require certification of medical fitness, accreditation, and compliance with residency or visa requirements. IOM has a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination.
