Job Overview:
The Programme Assistant (School Feeding) position is crucial for supporting the implementation of the National School Feeding Programme in Timor-Leste. This role involves working closely with various stakeholders, including the Ministry of Education and local school managers, to ensure that the programme effectively addresses the nutritional needs of school-age children. The Programme Assistant will be responsible for coordinating project activities, monitoring progress, and providing technical assistance to enhance the programme's impact on children's health and education. The position requires a proactive approach to problem-solving and collaboration, as well as a commitment to promoting local food production and dietary diversity. The successful candidate will play a vital role in improving food security and nutrition among vulnerable populations in Timor-Leste, particularly children.

Duties and Responsibilities:
The Programme Assistant will have a range of responsibilities, including:
  • Regularly coordinating with technical staff from the Ministry of Education, Ministry of State Administration, and other relevant ministries to ensure effective implementation of the KOICA funded project.
  • Supporting the integration of KOICA project interventions into the planning, execution, and monitoring of the National School Feeding Programme.
  • Assisting in capacity-building efforts through training and workshops focused on KOICA project processes.
  • Conducting joint monitoring with ministries at the municipal level to collect data, track progress, and evaluate project implementation.
  • Providing monthly updates and reports on the progress of the KOICA funded project.
  • Offering technical assistance to stakeholders, including schools, on planning, programme delivery, and monitoring and evaluation.
  • Supporting programme studies, reviews, and assessments related to school feeding initiatives.
  • Promoting local purchases of safe and nutritious foods and strengthening linkages between schools and local farmers.
  • Ensuring food safety standards are integrated into project design and implementation, including training on safe food handling. 1
  • Performing any other tasks as assigned by the supervisor.

Required Qualifications:
Candidates must have completed secondary school education, with a post-secondary certificate in a related functional area being desirable. A minimum of five years of experience in programme implementation is required. Proficiency in Microsoft Windows and applications such as MS Excel, MS Word, and MS PowerPoint is essential. The ability to meet deadlines and work under pressure, as well as the capacity to work both independently and as part of a team, are critical for success in this role.

Educational Background:
The educational background required for this position includes at least a secondary school diploma. A post-secondary certificate in a relevant field or an equivalent qualification to a bachelor's degree is preferred. This educational foundation will support the candidate's ability to understand and engage with the complexities of programme implementation and management.

Experience:
The position requires a minimum of five years of relevant experience in programme implementation, particularly in contexts related to nutrition, education, or food security. Candidates should demonstrate a strong understanding of project management principles and the ability to work effectively in a multicultural environment. Experience working with government agencies, NGOs, or international organizations will be advantageous.

Languages:
Fluency in English is mandatory, as it is the working language of WFP. Knowledge of Tetum or Portuguese is considered an asset, as these languages are relevant to the local context in Timor-Leste. Proficiency in additional languages may enhance a candidate's suitability for the role, particularly in facilitating communication with local stakeholders.
