Safety Officer

The Danish Refugee Council (DRC) is a leading protection agency established to protect and promote durable solutions for populations affected by displacement, adhering to humanitarian principles. The organization operates in the occupied Palestinian territory with a focus on empowering conflict-affected communities to meet their basic needs while promoting safety and dignity by addressing protection risks. DRC has a significant presence in the region, operating from two offices located in Deir al Balah and Gaza City, along with a coordination office in Ramallah. The organization employs over 30 national and international staff and collaborates with four civil society partners. DRC is part of the Middle East Hub, which includes operations in Türkiye, Yemen, Syria, Iraq, Lebanon, and Jordan, and is currently looking to expand its operations in the region.

Job Overview:
The Safety Officer position is designed to provide essential administrative assistance and technical support to ensure that all program and project activities are executed in a secure, safe, and effective manner. The role involves facilitating communication and coordination with relevant stakeholders regarding the safety of DRC staff within the designated geographical area. The Safety Officer will be responsible for collecting, verifying, analyzing, and reporting information that may impact DRC operations. This includes preparing and submitting Safety Incident Reports (SIR), monitoring staff movements, and ensuring compliance with safety protocols. The position also entails conducting safety risk assessments, maintaining safety equipment, and providing training on safety procedures to staff members. The Safety Officer will play a crucial role in ensuring that DRC's operations are conducted in a manner that prioritizes the safety and well-being of all personnel involved.

Duties and Responsibilities:
The Safety Officer will have a comprehensive set of responsibilities, including but not limited to: supporting and facilitating communication and coordination with stakeholders regarding staff safety; collecting, verifying, analyzing, and reporting information affecting DRC operations; preparing and submitting Safety Incident Reports (SIR); monitoring staff movements and reporting any irregularities; ensuring compliance with Movement SOPs; disseminating safety alerts to staff; briefing visitors and new staff on safety procedures; contributing to Safety Risk Assessments (SRAs); ensuring compliance with Minimum Operating security" style="border-bottom: 1px dotted #007bff !important;">Security Standards (MOSS); implementing access controls for DRC facilities; procuring and issuing safety and protective equipment; conducting regular site assessments; advising on mitigation measures; performing follow-up audits; supporting the Safety Coordinator in updating the Safety Level System (SLS); and representing DRC at safety meetings. The Safety Officer may also be assigned additional duties as directed by the supervisor.

Required Qualifications:
Candidates must possess a minimum of 2 years of relevant experience in security operations and management. Full professional proficiency in both English and Arabic is required. The ideal candidate should demonstrate the ability to prioritize tasks effectively and meet deadlines, possess a stable and robust character, and be a good team player. Excellent communication skills are essential, along with a proven commitment to accountability practices and high personal and professional integrity. Proficiency in MS Word, Excel, and PowerPoint is necessary, and candidates should have training in safety, fire, and evacuation procedures, as well as safety and disaster management. Experience in negotiating access for humanitarian or other agencies is also advantageous.

Educational Background:
A relevant university degree is required, such as in political science, international development, or economics, or an equivalent professional qualification. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in safety and security operations within humanitarian contexts.

Experience:
The position requires candidates to have at least 2 years of relevant experience in security operations and management. This experience should ideally include practical knowledge of safety protocols, risk assessment, and the ability to navigate complex security environments, particularly in humanitarian settings. Candidates should demonstrate a history of effectively managing security operations and responding to safety incidents.

Languages:
The mandatory language requirements for this position include full professional proficiency in Arabic and good communication skills in English. These language skills are crucial for effective communication with local staff, partners, and stakeholders, as well as for reporting and documentation purposes.

Additional Notes:
This position is offered as a National Contract with a fixed term of six months, with the possibility of extension based on performance and organizational needs. The role is classified under Band H, and the work location is in Gaza. The start date for this position is as soon as possible (ASAP).
