Job Overview:
The Resources Management Officer will be responsible for supervising and managing the budgetary, financial, human resources (HR), and other administrative functions of the Sub-Office in Chuuk. This role involves direct supervision by the Head of Resources Management (HoRM) in Pohnpei and close coordination with the Head of Sub-Office (HoSO) in Chuuk. The officer will monitor and oversee financial management for all activities in the Sub-Office, ensuring accountability and compliance with IOM regulations. Key functions include preparing program and budget reports, conducting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, managing treasury functions, and providing technical support to project managers. The officer will also maintain internal controls, oversee HR functions, and manage procurement and logistics services. This position requires a proactive approach to prevent project deficits and ensure compliance with donor agreements and IOM regulations.

Duties and Responsibilities:
  • Supervise and manage budgetary, financial, HR, and administrative functions of the Sub-Office in Chuuk.
  • Monitor financial management for all activities, ensuring accountability and compliance.
  • Prepare program and budget reports in accordance with IOM regulations.
  • Conduct financial analysis of Sub-Office activities and oversee budget control processes.
  • Assist in budget preparation for new projects and programs.
  • Provide technical support to project managers to ensure compliance with IOM instructions.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Review payroll versus budgets and validate personnel costs allocation.
  • Recommend improvements to administrative control procedures. 1
  • Manage HR functions and make recommendations on recruitment and personnel administration. 1
  • Oversee procurement and logistics services, including contracts with suppliers. 1
  • Liaise with the Office of Legal Affairs and Global Procurement Supply Unit for agreement reviews. 1
  • Supervise and train local staff on IOM policies and procedures. 1
  • Provide financial management support to project managers. 1
  • Advise on budgetary compliance and financial implications of program implementation. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
  • Master’s degree in Finance, Accounting, Business Administration, Management, or a related field with five years of relevant professional experience; or a Bachelor’s degree in the same fields with seven years of relevant experience.
  • Professional certification as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
  • Experience in Financial and Human Resources Management at the international level.
  • Field experience with international institutions and coordination bodies.
  • Experience in supervising administrative control procedures and coordinating external audits.
  • Familiarity with corporate IT systems and software.
  • Experience managing financial processes for donor-funded projects is an advantage.

Educational Background:
Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution. Alternatively, a Bachelor’s degree in the same fields is acceptable if accompanied by seven years of relevant professional experience. Accreditation from universities listed in the UNESCO World Higher Education Database is required. Professional certifications such as CA, CPA, CIMA, or ACCA are considered advantageous.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree. Experience should include financial and human resources management at the international level, field experience with international institutions, and coordination with external auditing exercises. Familiarity with managing financial processes for donor-funded projects, particularly those funded by the United States Department of State, is also beneficial.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

The position is part of the Pathways Pool, and eligibility is limited to internal and external candidates currently part of this pool.
