Job Overview:
The consultant will provide specialized technical assistance under the supervision of the UNICEF Child Protection Officer and in close coordination with the Vice Ministry of Equality of Opportunities, Decolonization, and Despatriarchalization (VIODyD). The primary function of this position is to strengthen the normative and institutional framework for the comprehensive protection of children and adolescents. The consultant will assist the child protection team in analyzing, formulating, reviewing, updating, and regulating normative proposals and regulatory instruments that enhance the legal framework for child protection, ensuring alignment with national legislation and international human rights standards. The consultant will also support the strengthening of inter-institutional coordination and the development of technical instruments to enhance institutional capacities related to child protection policies.

Required Qualifications:
Educational Background:
Candidates must possess a Bachelor's degree in Law or Political Science, with additional postgraduate qualifications in relevant fields such as Child Protection or Human Rights. This educational background is essential for understanding the complexities of child protection legislation and policies.
Experience:
Candidates should have a minimum of 7 years of professional experience, with at least 5 years specifically focused on child protection and human rights legislation. Experience in providing technical assistance to public institutions and developing normative proposals is crucial for this role.
Languages:
Fluency in Spanish, both oral and written, at a technical and advanced level is mandatory. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes:
The consultancy is expected to be conducted under a Lump Sum contract, covering all costs associated with the consultancy, including fees, communications, and taxes. Candidates must have Bolivian nationality or a work permit for Bolivia. The consultant is responsible for their own equipment and materials. A health insurance policy covering outpatient and hospitalization services is required, and candidates should include this cost in their budget. The consultant will not be considered a staff member of UNICEF and will not receive employee benefits. Payment will be made upon the approval of deliverables, with a process duration of up to two weeks.

- Provide specialized technical assistance to VIODyD for the formulation, review, and regulation of normative proposals and technical documents related to the comprehensive protection of children and adolescents.
- Conduct technical and legal analyses of existing regulations to identify opportunities for strengthening and harmonization based on recommendations from the Committee on the Rights of the Child and other international human rights mechanisms.
- Develop proposals aimed at enhancing prevention and response strategies against violations of children's rights, including violence prevention, family separation prevention, and child labor protection.
- Create guidelines, regulations, protocols, and other technical instruments necessary for strengthening the management and institutional oversight of VIODyD.
- Facilitate coordination and validation processes with relevant public institutions, including the Plurinational Legislative Assembly when necessary.
- Incorporate child rights, gender equality, and interculturality perspectives into all technical products developed during the consultancy.
- Provide ongoing technical advice to VIODyD and UNICEF through participation in technical meetings and working groups.
- Systematize technical and normative information to support knowledge management and decision-making processes within VIODyD.
Required Qualifications:
- Bachelor's degree in Law and/or Political Science.
- Postgraduate studies (Specialization, Diploma, or Master's) in Child Protection, Legislative Techniques, or Child and Adolescent Rights.
- At least 7 years of professional experience in legal, public policy, or institutional strengthening fields.
- Minimum of 5 years of specific experience in formulating, reviewing, or regulating norms related to human rights and child protection.
- Proven experience in providing technical assistance to public entities for developing normative proposals and technical instruments.
- Experience in inter-institutional coordination and technical document preparation for national-level entities.
- Proficiency in technical writing and legal analysis.
