The Finance Specialist position at DRC Uganda is a critical role that involves overseeing financial management and ensuring compliance with various regulations and standards. The Finance Specialist will work closely with the Finance Manager to implement financial processes that align with DRC’s Operations Handbook and donor regulations. This role is essential for maintaining strong internal controls, accurate financial reporting, and effective budget management. The Finance Specialist will also contribute to DRC’s strategic objectives by providing financial insights and supporting project managers in budget preparation and monitoring. The position requires a proactive approach to financial oversight and the ability to collaborate effectively with various stakeholders to ensure the successful execution of financial operations.
Duties and Responsibilities:
The Finance Specialist will be responsible for a wide range of duties including ensuring compliance with DRC’s Operations Handbook, donor regulations, and statutory requirements. Key responsibilities include collaborating with project managers on budget preparation, providing financial oversight, leading the preparation of monthly Budget Follow-Up reports, ensuring timely submission of financial reports, performing financial verifications of payment requests, and managing cash flow forecasts. The role also involves leading month-end and year-end financial closure activities, coordinating audits, and serving as a strategic finance partner to the Area and Country Office teams. Additionally, the Finance Specialist will oversee financial management for sub-grant and consortium partners, ensuring compliance and providing technical support to strengthen their financial systems.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Accounting, Finance, Business Administration, Commerce, or a related field, along with Final or Part certification in CPA or ACCA. A strong understanding of donor financial management, budgeting, and compliance requirements is essential, particularly with major institutional donors. Proficiency in Enterprise Resource Planning systems, preferably Microsoft Dynamics 365, is required, along with experience working with national partners and local authorities. Strong analytical skills, attention to detail, and excellent communication abilities are also necessary for this role.
Educational Background:
The educational background required for the Finance Specialist position includes a Bachelor’s degree in a relevant field such as Accounting, Finance, Business Administration, or Commerce. Additionally, candidates should have completed Final or Part certification in CPA or ACCA, which demonstrates their proficiency in financial management and accounting principles.
Experience:
The position requires a minimum of 5 years of progressive finance experience, particularly within international non-governmental organizations (INGOs). Candidates should have a proven track record of managing financial operations, ensuring compliance with donor regulations, and providing financial oversight for projects. Experience in working with diverse teams and stakeholders in a multicultural environment is also important.
Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in English. Additional language skills may be considered an asset, particularly if they relate to the local context or the communities served by DRC.

The contract length for this position is 4 months, with a designated duty station in Kampala, Uganda. The position is classified under Band NM G
