Job Overview:
The position involves reviewing and strengthening the architectural design standards for sanitary infrastructure in educational units across Bolivia. The consultant will work closely with the Ministry of Education to ensure that the standards meet the needs of all users, particularly vulnerable groups such as girls, women, and individuals with disabilities. The role requires a comprehensive understanding of the current design standards and the ability to develop new guidelines that incorporate best practices in hygiene, safety, and accessibility. The consultant will be responsible for creating technical proposals that align with national and regional educational infrastructure norms, ensuring that the designs are practical and implementable in various geographical contexts within Bolivia.

Duties and Responsibilities:

• Review existing architectural design standards for sanitary infrastructure in educational units in Bolivia.
• Develop new architectural design standards for sanitary facilities differentiated by educational level, geographical zone, and user type.
• Incorporate criteria for menstrual hygiene management, privacy, and safety into the design of school sanitary facilities.
• Define technical standards for alternative water supply systems and wastewater disposal applicable to rural contexts.
• Strengthen universal accessibility criteria in school bathrooms to ensure dignified use by individuals with disabilities.
• Prepare a tentative technical proposal for the new standards, including reference plans for different types of sanitary facilities.
• Submit a final document of the proposed standards with detailed justifications and updated architectural plans.
• Collaborate with the Ministry of Education and other stakeholders to validate the proposed standards and ensure alignment with national policies.

Required Qualifications:

• Professional degree in Architecture from a recognized institution.
• Postgraduate degree in Project Management or Administration.
• At least 10 years of experience in the educational infrastructure sector, working with public and/or private entities.
• 5 years of experience in managing or generating educational policies related to infrastructure.
• 4 years of experience in developing or coordinating norms, technical standards, or design guidelines for educational buildings.
• 2 years of experience in architectural design for educational infrastructure.
• Previous experience working with international organizations or cooperation agencies (e.g., UNICEF, WHO, World Bank) is highly valued.
• Knowledge of national and international standards related to educational infrastructure and WASH (Water, Sanitation, and Hygiene) guidelines.
• Proficiency in Spanish, both spoken and written.

Educational Background:
Candidates must possess a professional degree in Architecture and a postgraduate qualification in Project Management or Administration. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to undertake the responsibilities of the position effectively.

Experience:
The position requires a minimum of 10 years of professional experience in the educational infrastructure sector, with specific experience in managing educational policies and standards. Candidates should have a proven track record of working on architectural designs for educational facilities and familiarity with the regulatory frameworks governing such projects in Bolivia and Latin America.

Languages:
Fluency in Spanish is mandatory, as all documentation and communication will be conducted in this language. Knowledge of additional languages may be considered an asset but is not required for this position.

Additional Notes:
The contract will be a Lump Sum agreement, covering all fees, taxes, and related costs. Candidates must have Bolivian nationality or a valid work permit for Bolivia. It is essential for consultants to have their own equipment and tools to perform their duties. Selected candidates must also have health insurance coverage, which can be public or private. The payment process may take up to two weeks following the approval of deliverables. UNICEF emphasizes compliance with local tax obligations and requires consultants to issue invoices for each payment.
